$1 billion upgrade to Fifteenth Avenue set to boost Western Sydney growth, connecting Liverpool to airport and unlocking jobs and housing

The Federal and New South Wales Governments have jointly announced a $1 billion investment to upgrade Fifteenth Avenue, a crucial transport corridor linking Liverpool to the new Western Sydney International Airport.
The project highlights a shared commitment to strengthening Western Sydney’s infrastructure and unlocking its potential as a hub for jobs, housing, and economic growth.
The upgrade will transform the congested two-lane road, currently used by over 22,000 vehicles daily—8 per cent of which are trucks—into a multi-modal transit corridor. Liverpool City Council predicts significant population growth in the area, with an additional 63,000 residents expected by 2041.

The revamped corridor will connect key areas, including the Bradfield city centre, the Sydney Metro, and Western Sydney International Airport. The project will facilitate faster, more efficient public transport, improving access to housing, education, and employment.
“This half a billion dollars’ worth of new funding from the Australian Government is part of our commitment to delivering more resilient infrastructure for all Australians,” said Prime Minister Anthony Albanese. “Western Sydney is set to thrive as an engine room for jobs and economic growth.”
NSW Premier Chris Minns described the investment as a transformative step: “This road link is critical to delivering the jobs of the future in Australia’s fastest-growing region. It will connect thousands of jobs at Western Sydney Airport and the Aerotropolis with Liverpool.”

The Australian and NSW Governments are each contributing $500 million to the Fifteenth Avenue upgrade, with the total federal investment in Western Sydney transport infrastructure nearing $18 billion.

Anne Stanley, the Federal Member for Werriwa, noted the long-overdue nature of the project: “For over 15 years, I have been advocating for this upgrade. Residents have endured long traffic jams because development has outpaced infrastructure. This collaboration between Federal and State Labor Governments finally delivers a much-needed solution.”
NSW Deputy Premier Prue Car criticised previous Liberal-National governments for neglecting the area’s infrastructure needs: “We are correcting years of neglect by making essential investments in Western Sydney’s future.”
