How well are you prepared for Regulatory Changes in Aviation Screening? The Civil Aviation Authority communicated out to Airport Operators in April an update from the background check review they conducted throughout 2023 which contained both standalone changes and more significant changes. These changes are to be implemented in 2 phases throughout 2024, impacting Air Carriers, Handling Agents, Air cargo regulated Agents and Regulated suppliers of in-flight supplies. October 19, 2024 BPIAA Counterpoint | What About Full Transparency in Aviation Safety? What ATO should be required to do is an audit on TCAS Resolution Advisory (RA) events where the air traffic control specialist instructions or restrictions “failed to comply with FAA Order 7110.65 to ensure “approved/required separation” and the air traffic control specialist “failed to issue a timely traffic advisory and/or safety alert “ as mandated by FAA Order 7110.65! As is regulation, TCAS RA’s are Mandatory Occurrence Reports (MOR) that ATO must complete and store electronically! So a wealth of data already exists and is collected every day! Clearly, in this loss of standard separation, the Cessna aircraft “Surprised” the American pilots and conveys that a required “traffic advisory” issued timely was lacking! This is a breakdown in safety; a failure in the air traffic control specialist performance! But remember, an air traffic controller’s failure to comply with any provisions of FAA Order 7110.65 and their ATC “job tasks and sub-tasks” isn’t considered by ATO to violate a controller’s critical “job” elements! Just another ATC boo boo! As a citizen and taxpayer, this is unacceptable! Time for new “FAA/COO/ATO Leadership” that puts public safety before their own vain egos! Q????

The National Transportation Safety Board released Special Aviation Investigation Report AIR-24-03, “Safety and Industry Data Improvements for Part 135 Operations." Part 135 refers to a set of the Federal Aviation Administration aviation regulations governing the operation of commuter, special missions, and on-demand air services - such as air charters, aeromedical, non-scheduled flights, and air taxis. Part 135 accident rates have historically been higher than Part 121 (commercial airline) operations, and the NTSB sought to close this gap while recognising that the diverse set of Part 135 operations include additional risks. Through evaluating 576 Part 135 accidents that occurred between 2010 and 2022, the NTSB found trends and similarities that led to safety-based recommendations particularly around certificated dispatch procedures & training, strict weight & balance record-keeping, flight data monitoring, and standardisation of flight operations. The full report is insightful in providing a deep dive into the broad spectrum of Part 135 operations, and how different they are to scheduled commercial airline operations. Treating the two operations as the same, and applying the same set of safety requirements is not feasible, and the NTSB should be commended for considering how to improve Part 135 operations without adding undue challenges. #aviationsafety #pilottraining #aviation #aerospace #safetymanagement

A report has been published into an accident involving a Piper PA-28-181(G-BVNS), which suffered a loss of engine power and forced landing, 1.5 miles from Prestwick Airport, 23 April 2024. The report considers carburettor icing and the use of carburettor heat, both of which are the subject of a Civil Aviation Authority (CAA) Safety Sense Leaflet. It also highlights licensing, specifically revalidation, and the CAA’s General Aviation Pilot Licensing and Training Simplification work.
