Career services have traditionally focused on assisting individuals during moments of severe economic hardship, particularly when they are unemployed and in need of urgent intervention. While this model has proven effective in addressing immediate needs such as job placement, housing, and food security, it has largely neglected a significant portion of the workforce:?the underemployed.?These individuals are working but are not earning enough to cover their basic needs. As the cost of living rises and wage growth stagnates, more individuals find themselves in this situation, struggling to make ends meet despite holding one or more jobs. According to?Washington State's updated workforce projections, by 2031, 72% of jobs will require some form of postsecondary credential, up from 70% in 2023. To meet these growing demands, programs targeting non-traditional students and working adults are crucial. The Washington Student Achievement Council (WSAC) and the State Board for Community and Technical Colleges have emphasized the need to re-engage adult learners and help them earn stackable credentials, addressing critical shortages in healthcare, STEM, and other key sectors.
