"Is taking a program out of the hands of non-profit organizations, which are working to keep people in their homes and communities, and thereby eliminating jobs from these non-profits, reducing the benefits of thousands of PAs, and giving a multibillion-dollar taxpayer-supported program to a single out-of-state player, really the answer to eliminating 'the racket'?"
