Canada’s Proposed Plan of Priorities, released by Environment and Climate Change Canada and Health Canada in October 2024, outlines the government’s strategy and priorities to protect human and environmental health over the next few years through chemical management. The Plan includes which substances are prioritized for safety assessment, activities to manage chemical risks, and the development of New Approach Methodologies (NAMs) to replace animal testing. Key substances prioritized: Among the approximately 30 prioritized substances/substance groups are certain nanoscale metals, nanoscale metal oxides, and fluoropolymers (a broad group of per- and polyfluoroalkyl substances [PFAS]). These substances are mainly prioritized due to safety concerns amplified by their high annual import volumes into Canada. Activities to manage chemical risk include: ·???????? Developing regulations for substances of highest risk ·???????? Developing a new permit for toxic substances under certain conditions ·???????? Developing a substance labeling strategy ·???????? Research prioritization ·???????? The Integrated Chemical Mixtures Project (ICMP) ·???????? Updating the National Pollutant Release Inventory (NPRI) ·???????? A proposed Watch List Approach ·???????? Engagement with disproportionately impacted stakeholders ·???????? International cooperation, including exploration of a tri-national center under the Canada-United States-Mexico Agreement New Approach Methodologies (NAMs): NAMs are being considered to replace, reduce, or refine animal testing in chemical assessments. A guiding strategy for the use of NAMs will be published by June 13, 2025.

?? “One Health" Seminar on PFAS with Arpa Calabria ? ??Monitoring PFAS is crucial to understanding today's environmental emergencies and predicting those of tomorrow. Professor Domenico Britti, an expert in the endocrine disruption of chemical substances, led a new seminar organized by Arpacal, open to all interested parties. This event took place in Calabria, a region in Southern Italy, far from the sources currently recognized as pollutants. ??The seminar highlighted the importance of a holistic approach, aligned with the "One Health" paradigm. This model integrates various disciplines to provide a fresh perspective on environmental monitoring. The following topics were explored during the seminar: ?the impact of "forever chemicals" on health and the environment; ?how everyday substances, from clothing to insecticides, can pose hidden dangers; ?the latest research and methodologies for determining PFAS in water, thanks to Arpacal's Chemical Laboratory. ??The seminar also included a visit to the Department's Chemical Laboratory, where a method for detecting PFAS in surface water has been developed, utilizing data available from the last quarter of 2024. Notably, the phase for the new official method to determine these substances in water intended for human consumption has already begun. ??European Environment Agency (EEA) and European Chemicals Agency (ECHA) published the report "EU indicator framework for chemicals". ?? The #ChemicalsStrategy for sustainability towards a toxic-free environment (CSS) embraces two overarching goals of the #ChemicalsLegislation: preventing harm to people and the planet from #HazardousChemicals and their toxic effects and supporting EU industry in the production of safe and sustainable chemicals. ?? As one of the CSS actions, the European Environment Agency (EEA), the European Chemicals Agency (ECHA) and the European Commission (EC) have developed an indicator framework on chemicals to support these goals. ?? The aims of the framework are to monitor the drivers and impacts of chemical pollution and measure the effectiveness of chemicals legislation. The framework has an online dashboard (available here: https://lnkd.in/dq3YPuka) and is accompanied by this synthesis report jointly drafted by the EEA and ECHA. ?? Existing data streams, indicators and other information were assessed for their potential effectiveness in monitoring trends in chemicals production, use, emission, and impact. ?? The proposed framework consists of existing and newly developed indicators and signals. The latter are more limited in terms of spatial and time coverage. Some existing indicators are also part of other related monitoring frameworks such as the zero pollution action plan. ?? While individual indicators may not be able to measure progress on reducing the risks/unwanted impacts of chemicals directly, they should, as a whole, provide a fact-based picture to support the assessment of the effectiveness of the legislative framework for chemicals and the identification of the need for future action. ?? However, since the impact of the current chemicals policy actions will only become apparent over time, the current dashboard and this report should be seen as a baseline. ?? I was grateful to present the plenary address at the 24th Global Congress on Chemical Engineering this morning on the topic of South Africa's new Climate Change Act 22 of 2024. Thanks to Lizelle van Dyk, a great opportunity to wrap my head around this new legislation. One of the interesting aspects of the Act is the principle in section 3(l), which recognizes: "That a robust and sustainable economy and a healthy society depends on the services that well-functioning ecosystems provide, and that enhancing the sustainability of the economic, social and ecological services is an integral component of an effective and efficient climate change response." This is ground-breaking as far as the principled basis of South Africa's environmental legislation is concerned and should put unconstructive "environment vs development" debates to bed. I hope it will be put to good use in environmental, social justice, climate, and climate-relevant administrative decision-making and litigation. #ClimateChangeAct, #ecosystemservices, #GlobalCongressofChemicalEngineering

Importantly, the government is seeking input on several initiatives, including: ? a draft implementation framework on the Right to a Healthy Environment; ? a proposed watch list approach for substances of concern with hazardous properties but not yet defined as “toxic”; and ? a proposed plan of priorities outlining how the government will address chemical substances Importantly, by adding substances or classes of substances to the watchlist, Environment and Climate Change Canada can consider follow-up activities to conduct information-gathering from companies that use, import, or manufacture such substances so that these activities can be assessed, and, if deemed necessary, risk management action imposed. The watchlist is expected to be released in 2025.
