We're #hiring! We're looking for a Staff Attorney for our Human Rights & Access to Justice Program. Through the Human Rights & Access to Justice Program, the Vance Center assists NGOs worldwide on a variety of human rights issues including gender-based violence, causes and consequences of women's incarceration, LGBTQ rights, atrocity prevention and post-conflict transition, rights of Afro-descendant communities, and refugees and asylum-seekers, among others. Program staff also conduct research and analysis into complex international and comparative law issues to assist clients with advocacy, training, legislative reform, and international and regional human rights litigation. Our clients include U.S.-based NGOs, the United Nations, the Inter-American Commission on Human Rights, as well as local NGOs abroad in Latin America and Africa. Since stepping into the role of CEO of Outhouse LGBTQ+ Centre in April 2022, I've seen firsthand the urgent need for hate crime protection. From the tragic murders of Aidan Moffitt and Michael Snee in my first few days in the role to the disturbing surge in violence against our communities that followed with 17 consecutive weekends of violent incidents, to the riot in November last, to LGBTQ+ people being hunted in the Phoenix Park last June, it has been painfully clear that Ireland needed to take a stand against hate and extremism. The Criminal Justice (Hate Offences) Bill 2022 was passed by the Oireachtas last week, and on Tuesday, President Higgins signed this vital legislation into law. For the first time, crimes motivated by hatred towards a person’s protected characteristics will be recognised and treated as aggravated factors. This is a powerful message that we will no longer tolerate hate-fueled violence and intimidation. Importantly, this law offers the first legal protections for intersex people in Ireland. This achievement has been a long time coming. It’s the result of tireless advocacy by countless individuals and civil society groups, including our Coalition Against Hate Crime partners. It marks an important step forward in making Ireland a safer and more inclusive place for everyone. But our work is not over. The need to address extreme and violent hate speech remains urgent, as words have the power to incite violence and escalate fear within communities. We cannot afford to be complacent. ?????????? How to celebrate Pride Month in Law Enforcement? ?? ?? As June unfurls its rainbow banners, it's a poignant time to reflect on the crucial role of #diversity and #inclusion within law enforcement. ?? For me, this marks my inaugural full #PrideMonth as an employee of the European Union Agency for Law Enforcement Training (CEPOL). Nearly a year into this journey, I often found myself wondering how law enforcement agencies navigate and combat #homophobia, #transphobia, #biphobia, and - more generically - #LGBTQphobia within their ranks. ?? The representation of LGBTQ+ personnel in law enforcement remains sparse. Organizations like the European LGBT Police Association (#EGPA) are at the forefront, advocating for #inclusivity within the #LawEnforcement fold. On May 14 2024, few days before #IDAHOBIT, the European Union Agency for Fundamental Rights published a report revealing that, on average, 45% of individuals in the EU Member States conceal their LGBTQ+ identity at work. ?? Why does this matter? Because an inclusive environment is a necessity. When law enforcement mirrors the diversity of the communities they serve, trust blossoms, and collaboration thrives. ?? What tangible steps can we take to cultivate a law enforcement environment where every individual, irrespective of their sexual orientation or gender identity, feels embraced and respected? ???? The #EU has been protecting people who do not identify with heterosexuality and gender binarity for years now, with documents such as the Amsterdam Treaty and the Charter of Fundamental Rights. A press release by the Council of the European Union published on the International Day Against Homophobia, Biphobia and Transphobia in 2023 underscores the rising levels of violence, discrimination, and exclusion of LGBTQ+ persons in #Europe. ?? #Training programs that sensitize law enforcement officials to the unique challenges faced by LGBTQ+ individuals can be instrumental in fostering empathy and understanding. #Visibility matters too. By spotlighting LGBTQ+ role models within law enforcement, we challenge stereotypes and pave the way for greater acceptance. ?? My personal view is that in the same way that compulsory courses are often held on a yearly basis for employees of various agencies on issues such as #ethics, #integrity, and #harassment in the #workplace, it would be a nice and useful idea to have an equally compulsory session focusing on providing more in-depth information on issues related to violence against the LGBTQ+ community and how to create LGBTQ-inclusive workplaces. For this, #cooperation with organizations and networks such as ILGA-Europe, #FRA and the European Parliament Intergroup on LGBTI Rights seems like an obvious step in the right direction. ? What steps do you believe are indispensable in fostering a more inclusive and supportive environment for LGBTQ+ individuals in law enforcement??

As the Oireachtas (Irish Parliament) returns this week in advance of an upcoming general election, the National LGBT Federation (NXF) and our colleagues in the wider Coalition Against Hate Crime are renewing our call for the Hate Crime Bill to finally be enacted this term. LGBTQI+ individuals worldwide face discrimination and abuse simply for being who they are or loving who they love. Some countries still enforce outdated laws leading to imprisonment, while others impose even harsher penalties, including death, for homosexuality. Even in places where same-sex relations aren't illegal, LGBTQI+ individuals lack legal protection, leaving them vulnerable to discrimination and violence. Recent reports highlight the alarming escalation of threats faced by LGBTQ+ communities in Afghanistan under Taliban rule and the targeted violence against LGBTQI+ individuals, especially transgender women, by violent gangs in Central American countries.
