Last week,?MERCURY PhD Fellow?Cristina Valdés Arguelles and?PI?Dr Sorcha MacLeod participated in?an?intersessional consultation of the?UN?‘Open-ended Intergovernmental Working Group to elaborate the content of an international regulatory framework relating to the activities of private military and security companies’?at the United Nations?in Geneva. This consultation enabled?States, civil society, and other stakeholders?to engage in informal discussions on key issues around the?4th?Draft of the instrument,?paving the way?for?the?6th?formal session of the?OEIGWG,?in April?2025. The?ERC?MERCURY team?is?providing?expert?academic?input?throughout this process?to support the development of a framework?that ensures?accountability and?remedies?for victims of human rights abuses and violations of international humanitarian law?by PMSC. Reflecting on a thought-provoking session in our Democracy from Theory to Practice (DFTP) class, where we explored some of the world’s most influential treaties on democracy. Each group was assigned a specific treaty, and our task was to explain its conservation of rights, discuss its connections and conflicts with the Bangladeshi Constitution, and analyze its implications. This exercise encouraged us to think critically about democracy’s global framework and its local relevance, inspiring rich discussions on how these international principles intersect with our own laws. UN Staff and Experts In UN Program Countries are Subject to Public Accountability requirements and Responsibilies like any other public servant regardless of their seniority. UN Generally Resolution 62/63 on Criminal Accountability of UN Staff and Experts In UN program Countries empowers members countries to apply relevant laws in their countries to hold UN Staff and Experts, individually, accountable should they be found to have been involved in wrongdoing. Boldly, while the UN can exercise some supranational powers, it is not a government of governments neither is it a supra-state. UN agencies in collaboration/partnership with government entities implement various interventions in the public and best interests of citizens, especially, those individuals with the greatest need. The same way we hold our public servants in governments individually accountable, similarly, host governments are empowered to hold UN Staff and Experts accountable in terms of UN General Assembly Resolution 62/63 On Criminal Accountability of UN Staff and Experts.
