The Development Guarantee Group's (DGG) Chief Executive Officer, Lasitha Perera, will be participating in the Ministerial Meeting on Urbanisation and Climate Change at COP29 Azerbaijan and speaking at two roundtables organised by UN Environment Programme on Green Construction and Buildings and Financing Urban Climate Action. As the recent floods in Spain have demonstrated, cities present both our best opportunity and one of our biggest challenges with respect to adapting to climate change and increasing resilience. The concentration of people in an urban area offers opportunity to improve climate resilience at scale but equally if the correct adaptation solutions are not deployed in time, then the cost in human life can be significant. According to Cities Climate Finance Leadership Alliance (CCFLA) currently, 56% of the world’s population live in cities and 70% of people are expected to live in urban areas by 2050. Many urban areas, particularly in emerging markets and developing economies (EMDEs), are already facing frequent and intense extreme weather events such as floods, drought and heat. The urban climate finance gap is significant as can be seen from the below graphic and is more pronounced in EMDEs. Guarantees have a key role to play and DGG is actively working to close the urban climate finance gap via the Green Guarantee Company to mobilise both global capital markets and domestic capital markets via its advisory role to the SDSN Global Commission for Urban SDG Finance on their Green Cities Guarantee Fund concept. #SDG11 #cop29 #climatefinance #climateaction

The 39th Board meeting of the Green Climate Fund approved the accreditation of six new organisations, including first-time Direct Access Entities (DAE) notably the Indian Ocean Commission (COI/IOC), the first regional DAE representing Indian Ocean SIDS. This is a very important move for Seychelles and other island states in the Western Indian Ocean. Organisations nominated to become Direct Access Entities may be eligible to receive GCF readiness support. This funding is designed to help organisations in developing countries prepare to become Accredited Entities, as well as helping those which have already been accredited to strengthen their organisational capacities. The GCF has been notoriously difficult to access especially for small island states which have limited capcity. The meeting concluded with a landmark approval of USD 1.0 billion in GCF financing for 17 projects in 35 developing countries. The decision expands GCF’s portfolio to 270 projects to an expected total of USD 58.7 billion, including USD 14.9 billion in committed GCF funding.

African Development Bank Group: Climate Action Window launches second call for mitigation project proposals Submission deadline: 8 July 2024 (11:59 GMT). The African Development Fund has launched the second call for proposals through its Climate Action Window?(CAW) on the sidelines of the 59th Annual Meetings of the Board of Governors of the African Development Bank Group currently underway in Nairobi. The window was created during the 16th replenishment of the African Development Fund (ADF-16) to support 37 low-income and vulnerable African countries in accelerating and scaling up access to climate finance for actions addressing the impacts and shocks of climate change. The priority sectors for the mitigation sub-window of the Climate Action Window (CAW) include agriculture, forestry, land use, and fisheries; water access and wastewater management; energy access and renewable energy; transport and infrastructure; and green and sustainable finance. The priority cross-cutting themes are Paris alignment; gender, youth, and social inclusion; biodiversity and nature-based solutions; enhancing climate governance; green public finance; and skills and capacity building. The President of the Republic of Seychelles and the Prime Minister of Cabo Verde co-hosted the High-Level Dialogue Leveraging Partnerships for Climate Resilience and Sustainable Finance, co-organized by Seychelles as chair of the African Island States Climate Commission (AISCC), alongside the other African Island States, ECA, Indian Ocean Commission (IOC), and various partners. This event took place during the 4th International Conference of the Small Island Developing States (SIDS4) in St. John’s, Antigua and Barbuda, from May 27th to 30th. The event brought together Ministers from the Atlantic, Indian Ocean, and South China Sea (AIS) regions of the SIDS, as well as major stakeholders, including directors from the Green Climate Fund, Adaptation Fund, and Global Environment Facility. Also present were the Vice President of The World Bank, State Secretaries from Germany and Portugal, and Special Envoys for SIDS from the European Union, United Kingdom, and United States, along with several senior UN officials. The President of Seychelles, Mr. Wavel Ramkalawan, emphasized the need to consider the vulnerabilities of SIDS as criteria for accessing funding. “Having a good development track does not mean being less vulnerable, and therefore there is a need for fair access to climate finance,” he stated. “Today, we embark on a pivotal conversation aimed at harnessing the power of collaboration, innovation, and strategic financing to bolster our collective resilience and propel sustainable development across our island nations. We recognize that no single entity, government, or organization can confront the climate crisis alone. Instead, it demands a concerted effort, a unified vision, coordinated action, and robust partnerships forged across borders and sectors,” he concluded. The Prime Minister of Cabo Verde, Mr. Ulisses Correia e Silva, highlighted the importance of operationalizing the loss and damage fund, particularly in response to natural disasters that severely impact the vulnerable economies of SIDS. He stressed the significant role of instruments such as the Multidimensional Vulnerability Index and debt swaps for climate, which can provide SIDS with the necessary means to achieve sustainable development. “These tools are essential for unlocking substantial resources and fostering investments that build long-term resilience in our states, necessitating immediate action to be effective,” he added.
