The scale of the fires in LA is staggering, quickly shaping up to be amongst the most destructive fires the U.S. has seen to date. With a strained disaster recovery system, these fires could prove to be a watershed moment in disaster recovery financing. As a starting point in understanding the significance of the storm, consider these details from North Carolina’s Governor Roy Cooper’s October 23, 2024 Preliminary Damage and Needs Assessment: “To date, Helene is the third-deadliest US storm in the 21st century, with nearly 100 confirmed deaths in North Carolina alone and dozens more still missing. Thirty-nine counties have been designated by FEMA for federal disaster assistance. An estimated 4.6 million people – more than 40% of the state’s population – live in one of the designated counties." ??? For this reason, you may have noticed there are an awful lot of adages about protecting yourself when, not if, the—ahem—stuff hits the fan: Forewarned is forearmed. Measure twice, cut once. An ounce of prevention is worth a pound of cure. Disasters don't affect everyone equally. Back-to-back catastrophic hurricanes, first Helene & then Milton, have exposed the risks climate change poses to the 16 million Americans who live in mobile or manufactured homes. Built in factories and lighter than conventional houses, manufactured homes are transported to a property and secured to the ground. They are among the least expensive forms of housing; those who live in mobile home parks are three times as likely to live in poverty as those who live in traditional housing and are more likely to be older or disabled. Manufactured homes are also more likely to be located in flood zones. Manufactured homes make up 6 percent of the nation’s housing stock. But the proportions were much higher in several areas hard-hit by Milton and Helene. In western North Carolina, 14% of homes were mobile or manufactured. Around Tampa Bay, Fla., the share was 11%. South of Tampa, in Manatee County, 14% of homes were mobile or manufactured. The people who live in mobile homes are often poorly served by federal disaster programs. The result is compounded loss as they are uprooted from their communities with nowhere to go. “Manufactured housing shows how the affordable housing and climate crises collide,” said Andrew Rumbach, a senior fellow and expert on the issue at the Urban Institute, a Washington research organization. “Our most affordable housing supply is the most vulnerable to climate disasters and often falls through the cracks during recovery.” Just how sturdy mobile & manufactured homes are during a disaster is the subject of some dispute. Mobile homes built before 1976 were typically not required to meet any type of building code. That year, HUD set the first building standards for mobile homes and has since updated them several times. Prefabricated houses built after that year are called manufactured homes. In the US there are 1.3 million mobile homes built before 1976 & they are generally considered unsafe in a disaster. In the North Carolina counties hit by Helene, there were 19,000 of these aging mobile homes. In the Tampa area, there were about 50,000. Americans in standard housing often have insurance, which, together with FEMA payments, can help cover the cost of repairs. But people in mobile homes are less likely to have insurance. FEMA provides disaster survivors up to $42,500 for emergency repairs, which can be put toward a new home. (That maximum payment increased by $1,100 for disasters declared after Sept. 30.) New manufactured housing typically costs more than twice that amount. https://lnkd.in/g58hjftG

Fast population growth & increased property development in disaster prone locations are creating new challenges for insurance carriers... More people are living in high flooding & hurricane risk areas like Houston, New Orleans, Tampa, & Mobile (Alabama). On top of the growing population, these areas contain a large socially vulnerable population. For this reason, Geographer Wanyun Shao, says "Coastal communities can’t afford to wait for a disaster’s wake-up call to invest in protecting themselves...To prepare for future disasters, I believe they need to rethink urban development with climate change in mind."
