Clear mandates / roles and cross-departmental coordination are essential for effective implementation of #Climate #Change reduction and mitigation actions.

In PNG, we have multiple regulating systems, levels and sectors to govern or enforce our climate change laws along with other environmental regulations and international standards. The few departments or agencies which I can think of, that have environmental clauses in their laws and regulations are:

1. Conservation and Environmental Protection Authority (CEPA as the main regulator)
2.?Climate Change and Development Authority (CCDA)
3.?Department of Petroleum & Energy (DPE)
4.?Mineral Resource Authority (MRA)
5.?Department of Forestry
6.?Department of Fisheries and Marine Resource ?

Involving multiple regulating departments or agencies often result in overlap and gaps. If CCDA (as it is now) takes the lead role in tackling climate change impacts, then CCDA:
- Must be given the full authority with clear legal mandate and sufficient power to take necessary measures to carry out the mandate,
- Must be adequately funded to fulfil its mandate as well as personnel with appropriate knowledge, experience and skills,
- Must be supported to align its activities with those of other government agencies above to take advantage of synergies and ensure measures are mutually reinforcing and supportive,
- Must be politically supported from outside the authority / agency as well as leadership and commitment from within CCDA,
- should establish a culture of integrity and safeguards against corruption and undue political influence, including mechanisms for inclusivity and transparency in engaging with both the public and other government agencies (which we’re sure the agency will, under Ms. Sungi’s leadership)

In their National Adaptation Plans (NAPs) under the UNFCCC process, countries develop their strategies to build resilience and attract the needed funding.
