The National Sentencing Resource Counsel (SRC) is a highly collaborative, mission-based project of the Federal Public and Community Defenders. SRC is one of several national projects that support the work of defenders and CJA-appointed attorneys. SRC staff are federal defender employees of the Office of the Federal Defender for the District of Arizona (FDO AZ), and are supervised by the SRC Director. Although SRC team members have broad knowledge of federal sentencing law and policy and work collaboratively, we are divided into four areas—Commission, Legislative, Litigation, and Data. These roles have different primary functions and responsibilities (as indicated below), but there can be significant overlap, with our work in one area often informing the work in other areas. Additionally, each SRC team member regularly trains defenders and CJA-appointed attorneys on sentencing-related topics. Experience matters... When I started my law enforcement career in NYC as a Police Officer in 1987, it wasn't unusual to see supervisors, police officers and detectives with 30-plus years on the job. I was truly blessed to learn from detectives who were also quite experienced; some around since the days of Serpico. It was a gift I still try to repay. Captains and above were invariably older men and women, with a lot of time on the job and commensurate experience. They made decisions with a ton of personal, hands-on experience to draw from. If you look at many organizations today, you'd be hard pressed to find that sort of experience. Today, it isn't hard to find a captain in the NYPD who's 30 years old, rather than with 30 years of experience. It makes a difference. I'm not saying that a younger person cannot make a good leader, I'm just saying that time on the job can help a leader know how to better navigate the minefield. In today's climate, legions of law enforcement officers retire the moment they are eligible to do so. In New York City, it's often "Twenty and out." Financially, it's often the smart move for them, but the demonization of the profession has also caused experienced officers who might have otherwise stayed to run for the door, and there is a by-product that hurts the profession-- Brain drain. An exodus of experience hurts agencies and the profession as a whole. Those who have read my book, "The Deadly Path" have seen how a severe lack of experience can lead to disaster. I thought that what happened there would have served as a cautionary tale at my former agency. I thought that people would learn to excel at their current role before grasping at the next rung on the promotional ladder. I was wrong. That phenomenon isn't limited to ATF.
