The province of Java adopts Ecological Fiscal Transfers! ? Indonesia’s work on Ecological Financial Transfer (EFT) has progressed with the approval of Governor Regulation No. 61/2023, which provides guidelines for financial support to local governments. The Governor of Central Java approved this regulation in December 2023 after a series of consultations organized by #BIOFIN and the Ministry of National Development Planning with municipalities. ? The EFT allocates financial resources to the respective sub-national government districts for the fulfillment of ecological functions, e.g. for protected areas whose benefits extend beyond their jurisdiction. ? The introduction of the EFT in Central Java is essential given the high population density on the island of Java and the critical habitats for wildlife. With species such as the Javan rhinoceros, the globally endangered #Java starling, and the Javan hawk-eagle, the conservation of #biodiversity in the province is of paramount importance. ? The EFT is a crucial step in addressing the urgent environmental challenges in the province. BNG- Small Sites Metric- What’s occurring? It has come to my attention that for small developments, BNG policy advises that you do not need an ecologist to undertake the calculation, extract below: “If you have a small development, you don’t need an ecologist. You can either use the simpler small sites biodiversity metric tool yourself, or someone familiar with the site can do a survey and make a calculation. This could be the project manager, a gardener, or a landscape architect.” Small sites don’t necessarily mean less quality habitats being present, and cumulatively, they can build up to a significant impact in one place. This is particularly problematic, for example, with habitats such as lowland meadow that are particularly fragmented but can still be present even in a small area. Can we be confident that the surveyor can assess habitat condition and distinctiveness? Is this undermining the ecology profession or a necessary step and not a big deal? As a follow-up to my ongoing study of changes that have occurred in Accra between 2017 to 2022, this is a change detection analysis performed on raster images from @EarthData. The significant changes observed from the map below are symbolized by the colors YELLOW, LIGHT GREEN, RED and ORANGE. And these are mainly changes from one class to 5 (representing Built-Up Areas). There has been an astonishing change from either Crop Plantation, Forest/Green, or Grassland to Areas of Building Construction, and sadly at a very high rate within such a small time under study.
