On the evening of March 26th, the efforts of the crews on our Capt Joseph Bisso, Becky S and Alma S averted a major disaster when they grabbed and flipped around the MV Thunderbird (750' long with 46' draft), which had lost power downbound, barely avoiding slamming into the MV Anglo Marie Louise, which was tied up and loading at Convent Marine Terminal. Great job by our mariners!

I like to brag on our folks when they do special things. On the evening of March 26th, the efforts of the crews on our Capt Joseph Bisso, Becky S and Alma S averted a major disaster when they grabbed and flipped around the MV Thunderbird (750' long with 46' draft), which had lost power downbound, barely avoiding slamming into the MV Anglo Marie Louise, which was tied up and loading at Convent Marine Terminal. Great job by our mariners!

There is a real need for more transparency in the information flow of ports. Too many decisions are based on incomplete data. I think this question is appropriate and global data must be gathered to address it; would this be an aggregation of Pilotage notes? Not every port has harbormasters.

Can anyone advise if T&T eventually signed up for the IOPC FUND Convention? My last check a few years ago, Trinidad and Tobago (T&T) had not signed the International Oil Pollution Compensation (IOPC) Fund Convention. The IOPC Fund Convention, also known as the International Oil Pollution Compensation Fund Convention, is an international agreement aimed at providing compensation for oil pollution damage resulting from spills of persistent oil from tankers. It establishes two compensation funds financed by contributions from oil importers and recipients, providing compensation to those affected by oil spills. As far as I’m aware participation in the fund convention will be free for T&T as we no longer import crude oil for refining. The International Oil Pollution Compensation (IOPC) Fund Convention works through a system of compensation for oil pollution damage resulting from spills of persistent oil from tankers. It is something out MSD should be lobbying for. Here’s how it generally operates: 1. Compensation Funds: The convention establishes two compensation funds: ? The first fund is financed by contributions levied on entities that receive crude oil or heavy fuel oil in countries that are party to the convention. This fund provides compensation for incidents occurring in the territory, including territorial seas, of member states. ? The second fund supplements the first fund and is financed by contributions from tanker operators. This fund provides additional compensation for incidents occurring in the exclusive economic zones of member states. Recent information suggests that the vessel Gulfstream, initially thought to be a tanker, may actually be a cargo vessel. In such cases, the applicability of compensation under the IOPC Fund Convention may differ. However, there is hope that some of our recent graduates from the University of Trinidad and Tobago (UTT) may be able to provide further clarification on this matter. I’m further advised that “The Fund provides compensation for pollution from "tankers" the term is further defined. So if the casualty isn't a tanker as defined by the CLC/Fund Convention then compensation under the fund won't be applicable”. It's worth considering signing up to the IOPC Fund Convention, especially given the significant and increasing oil production and export from neighboring countries along the Spanish Main. With the potential for large crude oil shipments passing through our economic zone, if not our territorial waters, the risk of oil spills affecting our coastline, and even reaching further north, is a concern. Given these factors, it's prudent to explore becoming a party to the convention to ensure adequate mechanisms are in place for compensation and mitigation in the event of oil pollution incidents.
