At the Energy Storage Summit USA 2024, it was discussed that the issue of battery energy storage systems (BESS) reliability in Texas is still a concern for ERCOT, despite the recent rejection of NPRR 1186. This rule would have mandated BESS to maintain a minimum state of charge to fulfill ancillary service duties, addressing occasional failures to provide contracted power. While the proposal was dismissed due to its discriminatory nature against BESS, concerns persist over the reliability of batteries as providers of essential grid services. Financial penalties currently in place for "failure to provide" are deemed insufficient by ERCOT, suggesting that further measures may be considered to enhance BESS reliability, possibly including stricter penalties or exclusion from ancillary service markets for underperforming units. ????The Federal Energy Regulatory Commission (FERC) issued Order 1920, which puts more of the power to regulate #electricity transmission in the hands of the states. The goal is to increase transmission capacity so more #renewableenergy can come online and lower electricity prices for consumers - a goal I think we can all get behind. A handful of states, however, are suing to stop the rule from being implemented, arguing that it reduces their ability to regulate transmission in their states. Fortunately, 14 states and the District of Columbia have petitioned the Commission to keep the rule in place, arguing it not only increases the role states have to play in building electricity transmission but also lowers overall electricity prices?for all stakeholders.
