Affordable Housing Innovation in Philadelphia, PA BlueHub borrower and affordable housing developer Pennrose has transformed a long-vacant lot at 13th and Bainbridge Streets into The Parker, a mixed-income apartment complex. Of its 45 units, 14 are affordable affordable to those earning between $38,000 and $50,000 annually. This project, built on city-owned land with a ground lease to ensure long-term affordability, is a model for using public resources creatively to address housing needs. It blends market-rate and affordable units, creating opportunities in one of Philadelphia’s most dynamic neighborhoods.
