Hurricane Helene Troubles: It's a Matter of Trust Problems with the Hurricane Helene Response and recovery are the result, in part of a lack of cultural competence and poor advance communication by FEMA. Distrust of the guvmint, especially the federal guvmint, runs deep in many rural areas. People here are suspicious of the words "I'm from the government and I'm here to help." This mistrust was exacerbated by lockdowns and by recent memory of government vaccine misinformation during the COVID-19 pandemic. Trust in FEMA is not aided by their own rebranding as an agency with equity at the heart of everything they do, including distribution of aid. Building trust now is an almost impossible task when the public face of the recovery is Alejandro Mayorkas --- a man who has spent three years lying to the public about the border crisis. He also has lied about whether FEMA money has been used to facilitate illegal immigration. FEMA money certainly has been used for this purpose, and the only basis for quibbling is about from which particular FEMA pocket money for illegal immigrant support was taken. Mayorkas's denials of this are at best a half-truth. Nobody believes Mayorkas, and nobody has confidence in his ability to manage an emergency. There needed to be a different face to the response. Despite some poor leadership, FEMA still has some serious people with decades of experience in disaster management and recovery --- grizzled veterans of many emergencies. One of them should have been tapped for this task. FEMA leaders should have been on the ground before the storm hit, building relationships with local leaders and doing joint media with local sheriffs (frequently the most trusted local officials) and emergency managers while people still had electricity, television news, radio, and the internet. They should have provided safety information, warned of hazards, explained recovery processes and resources, and managed expectations. This may have been done, but there is no outward evidence of it, and now there is no way to communicate with communities who now are mostly searching for bodies rather then survivors. There also appears to be poor communication with private aid efforts. Misinformation certainly doesn't help, but the federal government's squandering of the public's trust is at the heart of the problem.
