"Siya ang kukumpas.” This Filipino statement can be translated to being in charge of setting the rhythm, moving one’s hands with or without a baton to provide the musical beat. The gestures and demeanor of a person while leading a choir, orchestra, or musical group. Interestingly,?kumpas?can also refer to a compass which is a device that helps determine direction, an aid for navigation. The person who said that phrase was talking about a former government official who operated with a systems thinking mindset, sought to break down silos, and focussed on outcomes instead of being straitjacketed by mandates.
