BENS President and CEO General Timothy Ray, USAF (Ret.) was the featured guest during a fireside chat on May 9th at the 2024 Hemispheric Security Conference (HSC), an annual conference hosted by the Jack D. Gordon Institute for Public Policy. General Colin Powell (1937-2021) rose through the military ranks to become a four star general, a national security adviser, chairman of the Joint Chiefs of Staff and the first African American secretary of state.?He became a national figure during the Persian Gulf War, developing the “Powell Doctrine.” He also developed a number of sound leadership principles including this one on how to make difficult decisions. ???????? ?? Use the formula P@ 40-70, in which "P" stands for the probability of success and the numbers indicate the percentage of information acquired. ???????? ???? Once the information is in the 40-70% range, go with your gut. General Powell’s advice is don’t take action if you have only enough information to give you less than a 40% chance of being right, but don’t wait until you have enough facts to be 100% sure, because by then it is almost always too late. Point being you don't have to have all of the available information to make a sound decision. We often don't have time or the ability to know everything we'd like and procrastinating too long comes across as indecisive.

Ronald Reagan, the 40th President of the United States, was well-known for his quick wit and sense of humor, which he often used to diffuse tension and connect with people. His ability to poke fun at himself, lighten the mood in serious discussions, and deliver perfectly timed jokes made him one of the most charismatic leaders of his era. Whether addressing political adversaries or his age, Reagan's humor was always good-natured and reflective of his genuine personality. One of his most famous quips came after an assassination attempt in 1981. As he was being wheeled into the operating room, he looked up at his doctors and said, “I hope you’re all Republicans.” His lighthearted comment brought smiles to the faces of the medical team and demonstrated his resilience and optimism even in dire situations. Reagan’s humor was also evident when he was on the campaign trail or giving speeches. During a debate in the 1984 presidential election, when asked if age would be a factor given that he was the oldest president, Reagan responded, “I will not make age an issue of this campaign. I am not going to exploit, for political purposes, my opponent’s youth and inexperience.” The remark was delivered so perfectly that even his opponent, Walter Mondale, couldn’t help but laugh. Another classic moment came when he once joked about his working relationship with Congress: “I have left orders to be awakened at any time in case of national emergency—even if I’m in a Cabinet meeting.” Reagan’s humor allowed him to navigate political friction with a smile, showing that he didn’t take himself too seriously and understood the value of laughter in leadership. His good-natured humor and charm were essential to his legacy, making Ronald Reagan a respected president who made people feel at ease, even during challenging times. Reviving the Spirit of the OSS for a New Era Robert Greenway's recent report advocating for consolidating strategic assets within the DoD resonates deeply. As someone who's been championing and has attempted this type of organizational restructuring on a smaller scale, I wholeheartedly agree. The strategic landscape has shifted dramatically. We need a more agile and integrated approach to effectively counter the rise of the Axis of Upheaval (China, Russia, Iran, DPRK) and manage an increasingly complex global threat environment. Consolidating special operations, strategic influence, and sensitive activities under a unified command structure reminiscent of the WWII-era OSS offers a compelling solution. Central to this effort is a renewed focus on the cognitive domain. Wild Bill Donovan, the visionary leader of the OSS, wisely asserted that psychological considerations are as important in devising wartime strategy as any other factor considered in planning a military campaign. Deterrence in the 21st century requires both military might and a sophisticated understanding of how to shape perceptions and influence decision-making. This isn't about warmongering; it's about deterrence and adaptability. By streamlining our capabilities, we can buy precious time to rebuild our conventional forces and strategic deterrents, ultimately making large-scale conflict less likely. It's time to move beyond fragmented organizations and embrace a more cohesive strategy.
