DAF leaders lock arms, present plan to reoptimize Air Force, Space Force ? In a show of unity fueled by a sense of urgency, senior United States Department of the Air Force civilian and military leaders unveiled Feb. 12 a set of sweeping decisions designed to reoptimize the United States Air Force and United States Space Force to maintain preeminence, deter adversaries, and prevail in an era of Great Power Competition. "The Space Force is going to lose?technical expertise that they've built over years." - Lt. Col. Andrew Gold, Colorado Air National Guard. I was honored to have the opportunity to speak with Lt. Col. Gold about Legislative Proposal 480. He learned about the legislation, which would transfer National Guard space units into the Space Force, whilst deployed in Africa, commanding the 138th Electromagnetic Warfare Squadron. Often, stories on legislation focus solely on political machinations and costs (money, readiness, personnel), without actually hearing from the men and women whose military careers and lives will be affected, how they will be impacted, and what choices they may make. Lt. Col. Gold is just one person, but according to the National Guard Bureau, upwards of 80 percent of of the men and women who constitute Air National Guard space units, feel similarly. Steven Nordhaus assumed responsibility as the 30th Chief of the National Guard Bureau, inheriting a politically thorny issue: a piece of legislation that, if passed into law, would transfer Air National Guard #space units into the United States Space Force. This episode is about why some, possibly upwards of 80 percent, of the men and women who make up these units will not join the Space Force, which could leave the branch short of some critical capabilities. Using the SOF-Space-Cyber triad is an evolution in deterrence. The ability to operate in a continuum of conflict short of all out war is going to be a key factor affecting the decisions of adversaries on if they want to have a full-scale conflict. Even if that conflict doesn’t include kinetic weapons there could still be a “full-scale” space and cyber war that would be devastating to the economy of a nation. This triad enables us to demonstrate resolve and inflict a cost to shape an adversaries decision before it reaches all out conflict. This is not just a warfighting construct. This is deterrence.

Air Force and Space Force leadership have been announcing multiple changes this week to their services at this year’s Air & Space Forces Association’s Air Warfare Symposium in Denver. Here are just a few more highlights from the top leadership’s discussions at the event (for more updates, please read the entire article below). ? Focus on #Readiness - Operational Air Force wings will be restructured?as “units of action,” with each designated as a Deployable Combat Wing, an In-Place Combat Wing, or a Combat Generation Wing. Each wing type will be designed and structured for its purpose. Air Force Secretary Frank Kendall and Air Force Chief of Staff Gen. David Allvin want to clarify the blurred lines between operational units and base support, and will designate Base Commands to support combat wings and keep bases operating during conflicts or crises. “We’re going to make sure that our deployable wings have everything they need to go fight successfully as a unit,” Kendall said. ? The Air Force?will create a new Warrant Officer track?for highly skilled #IT and #cyber talent, enabling those Airmen to not only be paid competitively, but to choose a career path that enables them to focus exclusively on their specialties, bypassing the typical officer leadership track. “We need mass, people,” Allvin told the audience. “We need to be able to have technical talent of a very specific variety, now and into the future. … We anticipate that will drive that talent in and help us to keep that talent. There’s something specific about this career field, why it’s attractive and it’s a nice match for a Warrant Officer Program.” Additional focus on technical tracks for officers and noncommissioned officers is in the works. Warrant officers are approved for IT and Cyber “initially,” Kendall said. The Air Force must start somewhere, Allvin explained in his remarks. Yes, "...the importance of a robust and resilient industrial base..." is critical to our national defense. Communities are the foundation of it, providing the context--the social, economic, political, environmental [naural & built]--for the people who work within it and in which lives are lived. The many interrelated organizations of our industrial base: businesses, scientific, governmental, academic, etc... need robust and resilient communities. We must consider the needs and wants of its communities if we are to succeed at improving our industrial base. Communities support the people who are our most important asset in our industrial base. We must built it from the foundation up. We must understand and implement actions and investments that stimulate and sustain healthy, livable, thriving, resilient communities...for the people, of the people, by the people.

Chair Harmon noted DoD leveraging the tech sector more, and, more importantly, moving away from the risk averse to a tolerance to experiment and fail culture. We need more entrepreneurial thinking, seeking new approaches with technology to address objectives. For example, target tracking technology is not just for movement patterns, or identifying potentially new targets via association (once confirmed) it can also open new weapons and supply caches, provide new comms intercepting or recruitment moves, and so on. Vice Chair Edelman's comments on multi-front conflicts and better conflict management brought up to me the fluidity we need to approach conflicts. We are too categorical. In business, you need to think of how one function or feature can apply in a different product or service - and industry. Often, you open up new markets for products and services, helping them show a unique differentiator. Similarly, we need to be nimble in our thinking on conflict, stepping away from categories. Terrorism and contrived protests can be population unsettling and resource diversion tactics for a later overthrow attempt or low-level conflict. That might offshoot to weapons buying thru a 3rd party financing with its own motives. Both the Chair and Vice Chair were serious and non-partisan. They offered solutions that are imaginative, workable, and sobering. Both continued to show their dedication to protecting this country.
Today, the National Defense Strategy Commission released their unanimous final report. We at CSBA are honored to have several of our esteemed colleagues play critical roles in this significant effort: Counselor Ambassador Eric Edelman served as Vice Chair of the Commission. President Thomas G. Mahnken served as Commissioner. Board Member GEN Jack Keane (USA, Ret.) served as Commissioner. Council Member Roger Zakheim served as Commissioner. Senior Fellow and Director of Defense Budget Studies Travis Sharp served as staffer to the Commission. The report addresses the "assumptions, strategic objectives, priority missions, major investments in defense capabilities, force posture and structure, operational concepts, and strategic and military risks" tied to the 2022 National Defense Strategy. ?? We have to actually do things to make sure we stay ahead.”?- Secretary of the United States Air Force Frank Kendall III One of the things the Total Force must do is better leverage the Air Reserve Component including the Air National Guard and U.S. Air Force Reserve. A recent RAND study demonstrated the experience and cost advantage of the Air National Guard and U.S. Air Force Reserve fighter and tanker fleets. If we are headed for a smaller, more capable United States Air Force, step one must be better leveraging the reserve component.
