Let’s Talk Downtown ! When I imagine a “Downtown.” - I see nice clean, wide sidewalks full of people - I see well cared for colourful buildings - I see colourful plantings in flower boxes and hanging baskets - I see benches where people can sit and chat while having a snack - I see vibrant window displays to lure me inside - I see open doors and merchandise on the spacious sidewalks - I see no cars parked along the side where decorative planters separate the roadway from all the traffic - In some spots I see sidewalk patios where folks can have a meal and a beverage Downtowns should be a place for people first and not seen as a storage space for automobiles. We spend so much time focused on parking spaces in front of stores. Downtowns should be colourful and comfortable spaces to walk and shop and meet friends and neighbours. A professional parking strategist once told me that parking should be located in central locations away from store fronts either behind or in nearby bulk parking areas. The DMV has a new pickleball paradise! Rappaport, in concert with the U.S. Tennis Association Mid-Atlantic Foundation, joins a growing number of landlords who are filling retail or industrial spaces with pickleball courts and we applaud our friends at HBW Construction for their role in repurposing the retail space! With an excess of vacant office buildings across the globe, the industry is seeing a pivot with adaptive reuse, or the conversion of existing buildings from commercial to residential uses. A recent study from the real estate firm Cushman & Wakefield found that about a fifth of U.S. office space was vacant as of the end of last year. Many cities have relaxed rules for some office-to-residential conversions. For example, last summer, the Seattle Office of Planning and Community Development (OPCD) launched a call for proposals inviting design teams and building owners to submit ideas for repurposing existing office space into new residential and commercial uses. Some clients have a hard time visualizing what a space could be. What's one option on what to do? Let me set the scene. I worked for a company that owned an office building that had been leased for decades to a single tenant. The interior was dated, to say the least. No curb appeal. A dark lobby. And they still had those 8' cubical walls that were an unfortunately pinkish color. Since there was advanced notice that the tenant was vacating the property, marketing and leasing efforts began before the tenant had moved ... there was no interest. Once the tenant had moved, the company invested in renovating the entrance to the property giving it nice curb appeal and allowing natural light to fill the lobby. However, they didn't want to invest the money into renovating the entire 200,000sf building because there wasn't a market for a tenant of that size and they wanted to use the capital at TI for any new tenants. Still, they had the problem of clients being able to see past what was into what it could be. The solution? We created a showroom, built out about 1,000 SF, and turned it into a marketing piece. On one wall, we had an aerial map that identified the restaurants, retail stores, and transportation options within a five—and ten-mile radius. On a second wall, we had a collage of rendering of the new amenities that were being added to the building. It was like walking into a brochure for that building. The result? After a few months, half of the building was leased. #cremarketinglife

In this month's issue of Planning, I write about the oversupply of retail space found in many downtown environments - one that is too frequently sanctioned by zoning requirements that either require ground-floor commercial or restrict ground-floor residential (really, the same thing). This often happens in places where there is scant market demand. Even in instances where developers express resistance to requirements that will saddle them with unproductive space, planning orthodoxy often reigns, rooted in what I consider a mischaracterization of Jane Jacob's philosophy of "eyes on the street". So, what is the solution? First, let's acknowledge that great streets do not always need ground-floor retail, and vacant retail spaces never make for great streets. Is this really so controversial? Accessible & equitable urbanism absolutely includes public toilets! Big kudos to local author Hannah Palmer for writing about this for the How I'd Fix Atlanta series! Atlanta needs public toilets. They're a part of the urban fabric in many great cities but we've failed to invest in them on the scale we should. QUOTE: "Because investing in public toilets is a challenge for every city, they can be an interesting marker of our cultural values. Forget comparing Atlanta to global capitals like Tokyo, with its playful and sculptural public toilets (so great, in fact, that they were the backdrop of an Oscar-nominated art film), or Paris, which has more than 400 standalone “sanisettes.” According to the indispensable Public Toilet Index, Atlanta falls short when compared to southern cities like Raleigh or Miami or Charlotte.
