I am a 26 year military veteran and retired Air Force officer. Here is what I can say about the DOD; we do focus on lethality. We also focus on myriad other things: industrial policy, acquisitions, basing, foreign policy, security assistance to other nations, climate change and its affects on operations. Also, as the U.S. is a big and diverse nation, we have focused on making the nation look like America. The DOD has the largest discretionary budget in the federal government. Now the focus will be simply lethality. No more talk of how rising sea levels and changing climates affect basing and weapons systems capabilities, for example, even though this should be obvious. Critical thinking is out.

The U.S. government needs to be quicker about rolling out new integrated deterrence efforts, the Pentagon’s top military officer says, as global tensions have risen since the Biden administration made the concept a key part of its national-security strategy. “What is old is new again. What is new is further complicated by emerging domains and technology. We needed a deterrence strategy to be integrated by design to deal with these modern challenges, and I would argue we need to be faster at developing and applying our new framework,” Chairman of the Joint Chiefs Gen. Robert Gates: Our Army is shrinking, our Navy is decommissioning warships faster than new ones can be built, our Air Force has stagnated in size, and only a fraction of the force is available for combat on any given day. The defense-industrial base, after decades of neglect, cannot produce major weapons systems in the numbers we need in a timely way nor — as we have seen in Ukraine — can it produce the vast quantity of munitions required for a great-power conflict. Despite these realities, it is largely business as usual in Washington. Dramatic change is needed to convert rhetoric into ensuring and sustaining long-term military superiority.

Lessons from the revolution in warfare underway on the Ukraine battlefield beginning to take hold among U.S. military leadership. The transparent battlefield and the proliferation of precision weapons has put an end to large scale offensive operations. In multiple conversations with Ukrainian frontline commanders over recent months the same consistent message: Massing troops becomes suicidal under these conditions.
