The strong growth and massive expansion of offshore wind projects create investment and are responsible for big employment opportunities worldwide. ???? In South Korea, the construction of offshore wind farms could create over 770,000 jobs, according to a new Global Wind Energy Council (GWEC) report. South Korea's ambitious pursuit of 14.3GW offshore wind installation by 2030 could contribute 87 trillion won (almost €60 billion) worth of investment into the economy. Although offshore wind development supports local economic growth, to date only 150MW of its 14.3GW offshore wind targets have been delivered, due to slow and lengthy permitting processes. ?? The Ministry of Trade, Industry, and Energy in South Korea ???? has announced significant updates to the competitive bidding system for offshore wind power, aiming to strengthen the domestic industry and address security concerns related to the dominance of low-cost Chinese equipment. Key changes include: 1. Increased Weight for Non-Price Factors: The importance of non-price factors in competitive bidding will rise from 40 to 50 points, as part of a new "Offshore Wind Competitive Bidding Roadmap" designed to protect and nurture local companies in a market expected to grow to 100 trillion won (approximately $74 billion). ?? 2. New Evaluation Criteria: The roadmap introduces new security and public element evaluations, reflecting concerns over Chinese equipment dominance. Indicators for timely completion, stable operation, and security, based on South Korea’s legislation, will be established. ??? 3. Separate Bidding for Floating Offshore Wind: To promote development in this emerging segment, separate bidding processes will be conducted for floating offshore wind power. ?? 4. Bidding Plans: The government plans to conduct bidding for 7-8 GW of offshore wind power from late this year through early 2026, with a wind power tender expected in October. ?? 5. Changes to Evaluation Scores: The score for resident acceptance will decrease from 8 to 4 points, and the domestic business performance indicator will be removed. ?? These changes are part of South Korea's broader strategy to expand renewable energy, with offshore wind playing a key role in achieving carbon neutrality by 2050. ?? February 23 (Friday): Floating Offshore Wind Power Generation Japan is an island nation surrounded by the sea on all sides. However, when it comes to offshore wind power generation, there are no domestic wind turbine manufacturers. It is expected that a bill to amend the law will be discussed in the current session to allow the installation of offshore wind power not only in territorial waters but also in the exclusive economic zone (EEZ). Anticipating progress in the technological development of floating offshore wind power, there is a goal to install offshore wind power facilities in the EEZ, aiming to expand the generation capacity to 10.9 million kW by 2030. Increasing the domestic procurement ratio of key components for floating offshore wind power is deemed a crucial criterion from the perspectives of energy security and economic security. In order to achieve the numerical goal of "expanding offshore wind power generation capacity to 10.9 million kW by 2030," it is essential for the government to monitor policies with a long-term perspective, ensuring that the increase in offshore wind power does not overly rely on the overseas procurement of low-cost components, to avoid a repeat of the issues faced in solar power generation.

Just before Christmas, The Ministry of Trade, Industry and Energy (MOTIE) of the Republic of Korea announced that 5 of 8 offshore wind bidders were awarded 1,431 MW of capacity. The winners are not yet known, but among the bidders, there were, at least, these 5 projects: - Myongwoon Industry and B. Grimm Power's 364 Nakwol project - Korea East-West Power and Jeju Energy Corporation's Handong Pyeongdae offshore wind farm - Equis Development and local developer DaeMyoung GEC's 532 MW Anma offshore wind project- - Korea South-East Power's 600 MW Wando Geumil I and II projects - Hanwha Group, Korea South-East Power and SK D&D's 396 MW Shinan Li project; and - Dongchon Wind Power's 70 MW Gochang Offshore Wind farm This auction will be one of many auctions that will support South Korea's ambitions of reaching 14.3 GW of offshore wind by 2030. The latest auction criteria removed local content requirements but non-financial criteria accounted for 40% of the total evaluation with unclear criteria. On September 20, 2024, Deputy Prime Minister Bui Thanh Son chaired a meeting to address challenges in offshore wind power development, based on a request from the Ministry of Industry and Trade (MOIT). Key Conclusions: -Electricity Demand: Vietnam’s electricity demand is projected to grow by 10-12% annually, requiring early investments in power generation, especially in renewable sources like offshore wind and natural gas, to meet future needs. -Offshore Wind Potential: Vietnam has an estimated offshore wind power potential of 600,000 MW, with a target of 6,000 MW by 2030. -Current Status: The Power Development Plan VIII (PDPVIII) allocates offshore wind capacity regionally but lacks specific project details and implementation plans. MOIT's Required Actions: -Coordinate with PVN to report to the Prime Minister by October 5, 2024, on procedures for PVN’s offshore wind surveys. -Collaborate with relevant agencies to gather feedback on necessary amendments to the Electricity Law and related regulations to strengthen the legal framework for energy projects, including offshore wind power.

Norwegian Ministry of Energy has not yet reached a resolution on the country’s first publicly procured offshore wind farm with bidding set to resume tomorrow. 2 out of the 4 prequalified bidders are understood to be competing for the NOK 23 billion (€2bn) tariff made available for the 1.5GW wind farm, the rest reportedly scared off by the hefty capex which is currently projected to be in excess of €6bn. The premium on capex is attributed to the cost of transmission assets which is set to be borne by the developer. Bidders qualifies to participate in the tariff auction are bp led JV, Shell led JV, Parkwind / Ingka Investments JV and Equinor / RWE JV.
