The Pentagon recently unveiled a detailed plan to strengthen the U.S. defense-industrial base (DIB), focusing on boosting production of crucial defense assets to counter China’s military expansion. Building on a strategy released in January, this new plan outlines how decades of decline in U.S. defense manufacturing have created vulnerabilities in key areas, especially highlighted during the rush to supply Ukraine with military aid. The Biden administration has prioritized revitalizing the DIB, especially given that production and supply chain issues exposed weaknesses that could be even more problematic in a conflict with a major power like China. The plan emphasizes six primary goals, with top priorities on deterring conflict with China and securing resilient supply chains. Central to this strategy are increases in submarine and munitions production, both areas where the U.S. faces considerable challenges. Given the complexity of these efforts, the Pentagon projects that some goals, particularly in submarine and munition manufacturing, may take over five years to achieve. Updates to the plan are expected annually to track progress, with a classified section due by year’s end to provide specific metrics for evaluating advancements. In developing this plan, the Pentagon consulted with around 60 defense firms and congressional representatives to ensure broad support for a project that will span generations. Laura Taylor-Kale, head of Pentagon industrial base policy, highlighted the bipartisan interest in the initiative, suggesting it will remain a priority regardless of next week’s presidential election outcome.
