California public schools will be facing major budgetary challenges in the years ahead due to declining enrollment. Because districts lose funding when they lose students, maintaining the status quo becomes fiscally unsustainable and district reorganization becomes inevitable. How can district leaders build stronger and more equitable school systems with fewer resources? ? This is spot on. When we looked at school district composition in 2022 and noticed the kind of demographic shifts Ellie Klein talks about, we dug a little deeper. Three things struck me. First, in the 10 years that we looked at district secessions, we found that, overwhelmingly, those new districts were generally whiter, wealthier than the remaining districts. Second, about 18.5 million students (about 1/3 of K-12 kids) attended a predominantly same-race/ethnicity school during the 2020-21 school year. And 14% of students attended schools where almost all of the student body was of a single race/ethnicity. Third, our analysis showed that predominantly same-race/ethnicity schools of different races/ethnicities exist in close proximity to one another within districts, but most commonly exist among neighboring districts. For example, about 13,500 predominately same-race/ethnicity schools (about 14 percent of all public K-12 schools) are located within 10 miles of a predominately same-race/ethnicity school of a different race/ethnicity; of these schools, 90 percent have a different same-race/ethnicity pair in a different school district. What? You can leave a group that doesn't align with your values and fails to consider or represent your beliefs? Really? Seems like something Joseph Turner should try. I expect more rural Virginia school boards will choose to move toward the new entity, highlighting a pretty clear urban-rural divide with more social issues defining the break than policy issues. The math, though, continues to be in favor of the larger municipalities and urban counties in the I-95/I-64 crescent, and will be until we can find more common-ground education issues. It wasn’t until I started working in education policy that it occurred to me to question, why did I grow up in a donut-shaped school district, with the city carved out separately from the county? ??It turns out that school district boundaries have a HUGE impact on school segregation, and thanks to a rotten Supreme Court decision 50 years ago, the federal power for addressing this is really limited. But, there’s plenty that states and school districts can do to change this! Today we celebrate Brown v Board of Education, but our schools are approaching segregation rates we haven’t seen since 1968. This is why new schools, like Madison’s South Elementary— that EQT is proud to have taken part in creating— are vital. It is the same with addressing the history of redlining in Wisconsin. An inspiring new study from the Progressive Policy Institute suggests we’re on the right track toward building a more equitable and effective school system for ALL St. Louis students. The authors share evidence that points to a growing charter system ultimately having a positive impact on not just their own students, but on students at regional district schools as well. The report points out how St. Louis and Kansas City charter schools have narrowed achievement gaps in the state. Today, the Biden Administration is calling on states, cities and towns, and schools to cultivate a “culture of attendance” and send a clear message that students need to be in school. ?? At this morning's Every Day Counts Summit at the White House, the Director of the Domestic Policy Council of the United States, Neera Tanden, referenced the new Digital Backpack ?? created by the National Partnership for Student Success Hub; a set of “Resources to Address Chronic Absenteeism in Your Community,” that includes a curated set of publicly available resources, including a selection of Examples In Action (spotlights with information on how districts have worked to address chronic absence in their communities). Came across this fascinating interview with author Tim DeRoche about his new book "A Fine Line: How Most American Kids Are Kept Out of the Best Public Schools." DeRoche shines a light on the deeply problematic way we allocate students to public schools based on their neighborhood attendance zones. The concept is simple but the impacts are profound: Students living just blocks apart often attend wildly different schools - one thriving and the other struggling - simply because an invisible "line" separates their residences into different zones. "Your whole life turns on whether you live on one side of that line or the other." These policies were often originally designed to segregate students by race and socioeconomic status. And while the intent may have changed, the effect remains the same - perpetuating inequality and lack of access to quality education for underprivileged communities. What's most mind-boggling is how entrenched and accepted this blatantly unfair system has become. We would never tolerate assigning people to local hospitals or fire stations based on their home address and perceived wealth. Yet when it comes to the vital public good of education, we've capitalized access into real estate prices, favoring the affluent.
