I had the honor of spending time with BGen Anthony Henderson, USMC, at this month’s meeting of Navy League of the United States, Northern Virginia Counsel.?He is the Deputy Director of Joint Strategic Planning on the Joint Staff (J5). BGen Henderson’s comments to the audience regarding the challenges of joint planning in today’s real-world environment and of the President’s (just released) FY25 Defense Budget were insightful. His perspectives underscored the importance of improving industrial resilience given the limitations now affecting asset sustainment, production and labor shortages. What’s plaguing the defense industrial base is also confronting CXOs in all market verticals who are witnessing limitations in production capabilities and capacities. Business strategies should consider limitations for the foreseeable future while CXOs seek improvements to the domestic industrial base.

The mighty 7th Fleet, in all her vastness... in manpower, in capability, and in cost! *And yes, that's the Royal Navy's Queen Elizabeth II on point ;) The current, and ongoing, conversations on adapting DOD acquisitions from large, capital-intensive, multiple-decade behemoths have overburdened the services, none more than the UNITED STATES DEPARTMENT OF THE NAVY with her combination of both her own, and the United States Marine Corps' budget. This has led to a rampant bogging down of expendable budget capital, and ultimately the ill-adaptability of innovation and technology that'll be needed for the free world going forward. This does not have to be the case. We're rightfully focusing on taking larger programs of record, and adapting them for smaller, more attritable, and more efficient & economical options. After all, there's no sense rebuilding our fleet forces in the image of the 20th century when her enemies have moved on in both tactics & strategy. Openly, we're ignoring the 800lb. Gorilla in the room, the carrier strike groups, and their attached air wings. They're the single most capital heavy lines items in the military, they're powered by the universe, and they're generally considered to the largest air and naval forces in whatever given part of the globe they deploy into. Why exclude them from discussions finding ways to innovate through more economical means? (Hint- they shouldn't be!) The Carrier-Capitol Ship theory isn't going anywhere, but it can certainly use a makeover, and there's something on the horizon I think that is going to be bringing this to the forefront. Stay tuned. What's on your #bookshelf? This seems to be the summer for naval literature. I started with "Fighting in the Dark," the incredible study of naval night fighting in the first half of the 20th century from Trent Hone and Vincent O'Hara, then graduated to "America's First Carrier," David Winkler's new book on the USS Langley at the dawn of naval aviation. Now I'm closing the book on "The Mighty Moo," Nathan Canestaro incredible new book on the journey of the USS Cowpens during the Second World War. The story of the #MightyMoo really begins at the end of 1942, at which time four of the US Navy's six "big" carriers had been sunk. As a stopgap measure, FDR ordered - against fierce objections from the Navy - that light cruisers under construction would be reconfigured as light carriers. They were smaller, to be sure, ungainly to a fault, top heavy with a shorter flight deck, and surprisingly survivable. Commissioned in May 1943, the #MightyMoo was a workhorse that fought in most of the major battles in the #Pacific but without achieving much of any distinction. She did what she was designed to do: fill a #critical #capability gap until replacement carriers could be brought on line. When she cruised into Tokyo Bay in 1945 (the first carrier to do so), it was because she was considered expendable... an acceptable risk at the time should events run a different course. The Mighty Moo was mothballed in 1946 and sold for scrap in 1960. An undignified end for a ship that served as well as she did. But Nathan Canestaro is here to preserve her memory, her #legacy, and her name. Grand Central Publishing
