My potential self-storage site failed the Phase 1 Environmental Site Assessment. Now what? A Phase 2 Environmental Site Assessment (ESA) is a detailed investigation conducted to assess the presence, concentration, and extent of potential environmental contamination on a property. This assessment is usually carried out following a Phase 1 ESA, which identifies potential or existing environmental liabilities based on historical use, site inspections, and records reviews. Objective. The main objective of a Phase 2 ESA is to determine the presence and extent of contaminants in soil, groundwater, surface water, or building materials. This helps to evaluate the potential environmental risks and liabilities associated with the property. Scope of Work. Collecting samples of soil, groundwater, surface water, and/or building materials from specific areas of concern identified during the Phase 1 ESA. Analysis. Laboratory analysis of the collected samples to identify and quantify contaminants such as heavy metals, petroleum hydrocarbons, solvents, pesticides, and other hazardous substances. Data Interpretation. Interpreting the analytical results to assess the level and extent of contamination. Field Investigations. Drilling and Soil Sampling. Drilling boreholes and collecting soil samples at various depths. Groundwater Monitoring. Installing monitoring wells and sampling groundwater. Surface Water Sampling. Collecting samples from nearby water bodies if relevant. Geophysical Surveys. Conducting surveys to detect buried tanks, drums, or other potential sources of contamination. Health and Safety Considerations. Implementing health and safety plans to protect workers and the public during the investigation. Regulatory Compliance. Ensuring that the assessment complies with local, state, and federal environmental regulations and guidelines. Reporting. Preparing a detailed report that includes: Description of the site and investigation methods. Results of the laboratory analysis. Interpretation of data and findings. Conclusions about the presence and extent of contamination. Recommendations for further action, which may include remediation or additional assessments. A Phase 2 ESA provides critical information needed to make informed decisions regarding the management, remediation, or redevelopment of a property with potential environmental concerns.
