The New York State Comptroller is the State’s chief fiscal officer who ensures that State and local governments use taxpayer money effectively and efficiently to promote the common good. The Comptroller’s responsibilities include: - Serving as sole trustee of the $267.7 billion New York State Common Retirement Fund (value as of March 31, 2024), one of the largest institutional investors in the world. - Administering the New York State and Local Retirement System for public employees, with more than one million members, retirees and beneficiaries and more than 3,000 employers. - Maintaining the State's accounting system and administering the State’s more than $18 billion payroll. - Reporting on State finances. - Managing and issuing State debt. - Reviewing State contracts and auditing payments. - Conducting audits of State agencies, public benefit corporations and local governments. - Overseeing the fiscal affairs of local governments, including New York City. - Overseeing the Justice Court Fund and the Oil Spill Fund. - Serving as custodian of more than $19.4 billion in unclaimed funds, restoring lost accounts to their rightful owners. - Conducting training and providing technical assistance to improve government operations at all levels. Headquartered in Albany, the Office of the State Comptroller employs more than 2,700 people. We also maintain New York City offices and eight regional offices.

Experience public service while you complete your degree! The State Comptroller’s IT apprenticeship program allows computer science majors to gain job experience and build connections that will help them launch successful careers after graduation. We spoke with Katie Le, a computer science major at Hudson Valley Community College and current apprentice, about her experience as she wraps up the program and prepares to graduate this December. ?? Why did you choose to participate in the State Comptroller’s IT apprenticeship program? I understand that it is difficult to get an entry-level position with limited experience, so I wanted to gain real-world working experience in the field that I'm studying through the apprenticeship. The benefits and potential for career development are also very attractive aspects of the program. ?? How does your on-the-job experience reinforce what you learn in the classroom? The fundamental programming skills are very necessary on the job. My understanding of the different software and hardware and their interactions is very important too. Hands-on application of my knowledge helps to solidify the various topics I learned in the classroom. ?? What aspects of the program do you particularly enjoy? I enjoy problem-solving and getting results, and what I do involves those regularly. I research failures and apply fixes. It is very satisfying and rewarding to get results from my work. ?? What do you enjoy about working at the State Comptroller’s office? My favorite part is the prospect of growth that I could have. I look forward to having career advancement as I mature in this field. I also have a sense of fulfillment as I work on assignments that have real impact for people. ?? What, if anything, have you been surprised about/learned about public service? When I first came into the State system, I thought the work would be repetitive and mundane. I was wrong, as it is actually quite stimulating with the different tasks that we do in the Chief Information Office and responsibilities that we have. I also enjoy the flexibility when it comes to requesting time off. The work-life balance is surprisingly good. ?? What advice and/or recommendations do you have for future apprentices? Don’t be afraid to ask questions and talk to people at the organization where the apprenticeship is taking place. You can learn a lot from these conversations. I welcomed Hamilton College students to my office last week to learn about our auditing process and the impact of public service. Our auditors are at the heart of our work as they dig deep into programs, agencies, local governments and more to root out waste and fraud ?of tax dollars. They also recommend efficiencies to ensure the money is used to uplift New Yorkers and our communities.? ??
