The framework highlights that “central to the framework is facilitating co-ownership of the program evaluation with interest holders to improve collaboration and input on decision-making,” a significant change from the 1999 framework. The value of evidence from program evaluations lies in its use. Thus, program evaluators must engage with policymakers from the beginning to the end to ensure research translation. Program evaluation funders should ensure co-ownership of the evaluation as one of the critical deliverables.
Happy to see the revision of the US CDC's Program Evaluation Framework! This foundational framework has stood the test of time over the last 25 years and now includes updated standards and a cross-cutting focus on equity, collaboration and learning: critical aspects to evaluation that reflect the need for evaluators to cultivate "hard" and "soft" skills in equal measure. It is a great blueprint for evaluation planning. In FBAs there are several ways to know if we are making an effective decision. First, if your treatment is effective in a socially significant way for your client, your hypothesis was good enough! If not, time to go back to assessment. Second, you can run your data and summary statements by a colleague with more experience and expertise and get feedback. This is a great way to build your clinical decision-making skills. Third, if you are unsure, keep going with stronger assessments. Strong and effective clinical decision-making behavior is one of those skills that you need to work hard to build, and sometimes that means letting the data guide your behavior, step-by-step, day-by-day. It also isn’t something that you just “have” once you pass the exam. It is a skill that continues to evolve and that requires your attention and awareness as you grow in your role as a practitioner. I wish there was a moment when you just arrive, but that is not the case. I work on my decision-making skills every day, and sometimes I make mistakes, and it's up to me to acknowledge them, learn from them, and allow them to shape my future decision-making.
