How many of us as procurement professionals are aware of awareness of procurement process starting from procurement plan to initiation of tender all the through opening, evaluation, award and contract management. It is often seen criticised without properly understanding the rules of procedures and directly expecting an excellent outcome. This is just like a first time pulling a bow and arrow with focused expectation to hit the target. No way the arrow will land on the target forget about hitting in the bullseye.
