Repealing NEW ORDINANCE TO CODE BOOKS ORDINANCE NO. 230401 Amending Chapter 3, Code of Ordinances, by repealing Section 3-431, “Setting Goals for Individual Contracts” and enacting in lieu thereof a new section of like number and subject matter regulating the application of numeric MBE/WBE goals on certain projects leased for development or receiving economic development incentives or tax abatement. BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY: 2. Ignoring the letter from The Kcmo Fairness Board Chairman & Fairness Committee regarding Civil Rights violations ? Harrasment of minority contractors ? inadequate reporting from Kcmo CREO department ? No Disparity report for 9 years and more ? 2016 Disparity Report below: Department of I think 1.2 minority [participation] and 2.5 WBE [participation], when there was adequate availability of minority and women contractors to meet the City’s standard kind of goal of 15 [percent] and 7 [percent]. They’re diluting the opportunity for minority and women contractors when it comes through the statutory business development organizations, all of whom have different sets of rules..… There ought to be a uniform code that is incorporated in all the development agreements which people in our community never see.… There’s a disconnect. And I realize they’re trying to change some of that now but the insulting part of it was there was more money spent through statutory agencies last year for contracting activities than there were through City departments.… It’s obviously developer driven. By the time we see it the development agreement has already been executed. Caused lack of capital for Jackson County schools and libraries. Mayor Lucas and Insult to African Americans everywhere?

RESPECT The Haven Community Development Corporation is a grassroots Community Development Corporation, founded in 2021 by Jason Sharif to serve the predominantly Black disinvested and underserved community of Whitehaven. RESPECT The Haven CDC works in four areas of community development- economic, educational, civic, and social development. One of our current Economic Development Initiatives is the Equity Impact Investments Program in collaboration with our local partner the Greater Whitehaven Economic Redevelopment Corporation (GWERC) , and our national partners the U.S. Economic Development Administration (EDA), New Growth Innovation Network (NGIN), and the HBCU Community Development Action Coalition (CDAC). The EDA provides grants and technical assistance to economically distressed communities in order to generate new employment, help retain existing jobs and stimulate industrial and commercial growth through a variety of investment programs. NGIN is a national nonprofit focused on advancing inclusive economic development to ensure that economically disenfranchised individuals and communities can lead, shape and benefit from regional economic growth and prosperity. CDAC helps provide sustainable economic opportunities to disinvested and underserved neighborhoods. For 62 years,?Blue Hills Civic Association, or BHCA, has stood alongside the people of Hartford’s North End. With the support of organizations like the?Hartford Foundation for Public Giving, we are making a tangible difference. Our efforts are further empowered by a two-year, $450,000 grant from the Hartford Foundation for Public Giving, allowing us to build on the progress we have made in recent years. This investment acknowledges the impact of structural racism, which has left Black-led organizations like BHCA with 76 percent fewer assets than their white-led counterparts. Stable, flexible funding like this is critical to advancing our three strategic goals: economic development and housing, community engagement, and workforce development.

Couldn't agree more. So many doors shut that we can open or start to open by simply scrutinizing tenant selection plans which we too often assume are sound and working for people when, too often, they include onerous application processes and requirements beyond what funding, insurance or context requires that in turn end up explicitly or organically screening out good tenants with the greatest need for immediate, stable housing. Lowering barriers and increasing access requires us to continuously scrutinize our own system, agency and project policies, practices and assumptions. If you haven't looked at your TSP(s) lately this looks to be a great session to get started on that. And if you're a CoC lead, consider making this a collaborative review and improvement process with residents, providers, and our PHA and affordable housing partners to clean out the gunk in your local TSPs, now that there's something of a breather next year CoC competition-wise.

Today, while being led by a few colleagues, I had the privilege of sitting with six individuals who are currently unhoused to hear their stories and understand the journeys that led to their current situations. These conversations will help support some of Allegheny County housing initiatives, aiming to make a meaningful impact on providing housing for those in need in our community. Listening to these experiences reinforced the need to approach each person with empathy and break down the stereotypes that often cloud our understanding. Being unhoused isn’t just a lack of shelter—it’s often the result of relentless challenges people face, mixed with systemic barriers that don’t account for everyone’s unique circumstances. There is no “one-size-fits-all” approach to these struggles, yet resilience shines through each story. Let’s commit to a deeper understanding of the hardships people experience.
