The Chamber testified to the Portland City Council in support of the establishment of Urban Renewal Plans and Tax Incremental Finance (TIF) Districts. The Chamber advocated for Resolution 916, which adopts the Westside Urban Renewal Plan, and Resolution 917, directing the City Administrator to collaborate with Prosper Portland on policy amendments. “The establishment of Urban Renewal Plans and TIF districts sends the message that Portland is ‘Open for Business,’” said Andrew Hoan, President and CEO of the Chamber, who also represented Downtown Portland Clean & Safe. Does allowing municipalities to create inclusionary zoning actually help with housing affordability or make it worse? I've argued that it benefits a very small number while hurting everyone else. Maybe now is the time to revisit this in BC. How about * not * including inclusionary zoning in the new ACC rules? Work on a target of 1.5m new homes over the coming parliament is already under way with the restoration of mandatory housebuilding targets, a new National Planning Policy Framework, a review of the green belt and the identification of sites for a new crop of new towns all on the agenda for the Ministry of Housing, Communities and Local Government under Angela Rayner. But there are still major obstacles in the way of those 1.5m homes, not least that governments have never delivered so many without a major investment in council housing, and planning reform alone will not be enough to make homes more affordable. SOLVING THE HOUSING CRISIS While nobody wants to live next to a hog farm and while zoning can help avoid that problem, zoning has often been used to exclude people from housing and business opportunities based on race and class. Fortunately, meaningful zoning reform is gaining traction. These zoning reforms could be even more meaningful if coupled with a land value return tax shift. For example, say that Town A wants to increase the housing supply in a particular neighborhood and increases the allowable density. In theory, allowing more people to share the cost of the land would create more affordability. But, in reality, increasing the density causes land prices to rise, thereby defeating some or all of the desired affordability benefit. However, if land value return was enhanced, then publicly-created land values would be returned to the community instead of becoming windfalls for private landowners. This would help keep land prices down and thereby ensure a more robust affordability benefit from reformed zoning.
