"Thank You to Our Officers for Keeping Us Safe" Officers responded to Kohl's on a call of two theft suspects. When the suspects attempted to leave the store, Parker Police Officers were there to greet them. Officers arrested the first suspect inside Kohl's. The second suspect left Kohl's and ran through the parking lot into the nearby Chili's. After a quick trip through the kitchen, our Sergeant tackled the armed suspect and took him into custody to a round of applause by Parker residents dining at Chili's. We are very grateful no one was injured and proud of our officers for arresting these suspects. Below is a message of appreciation from a Parker resident who saw the arrest. I wanted to reach out and let you know how amazing all of your officers were during a crazy dinner experience. We were having dinner to celebrate my daughter's birthday at Chilis on Twenty Mile. I am not sure what happened in the Kohl's area on Twenty Mile, but I can make some guesses as to what led to an armed criminal running through Chilis and being tackled right next to our table. The police handled the situation with the utmost professionalism and were amazing. It was some of the best real-life experience I could ever give my children. I'm certain seeing someone tackled and then arrested left an impression about both not being a criminal and how amazing and helpful police are. The police treated the criminal, once no longer a threat to my family and everyone in the restaurant and surrounding area, with dignity and professionalism that was second to none and was very impressive given the fact that he was armed and I'm certain not a fan of the police. They did their job so well, kept the community safe, and were upstanding individuals throughout. It will be a birthday to remember, and I wanted to say thank you to our officers for keeping us safe and working so hard!

LESSONS FROM NCB/UBER AFFAIR. HONESTY is generally considered a universal value across many cultures. But a value not acquired by many and situationally applied by some. Employee Theft In the USA employee-generated losses are greater than $50 billion a year, one percent of the Gross National Product and increasing 15 percent per year, according to the U.S. Department of Commerce. In retail establishments, employee theft is the biggest source of losses. This is estimated at 43 percent of shrinkage losses, compared to only 30 percent attributed to shoplifting. Overall, employee theft can increase the cost of retail merchandise by 15 percent. In financial institutions, losses have nearly doubled in recent years. Losses due to internal fraud have been about four times that of burglary and robbery. In the USA the FBI estimates that internal theft accounts for 86 percent of all losses every year. California looks to regulate self-checkout. How will it impact grocery retailers? Senate Bill 1446, The Retail Theft Prevention and Safe Staffing Act, was introduced in February and would require drug and grocery stores to follow a strict set of guidelines for self-checkout machines. If the bill passes, they would need to: ? Have at least one employee at a manual checkout station if self-checkout machines are in use. ? Require a 10-item limit at self-checkout. ? Prohibit certain items, such as alcohol, tobacco, and items with theft prevention devices, from being scanned at self-checkout lanes. ? Have employees focus on monitoring no more than two lanes at a time with no other duties. The bill would retailers to conduct a study to implementing any new self-checkout implementations, among other requirements. While the sponsors of this bill claim it will help combat self-checkout theft, business and retail groups, such as the California Chamber of Commerce and California Retailers Association oppose the bill, as they believe the requirements are too burdensome, has a significant impact on job functions, and would stifle innovation and business growth. Whatever happens with this bill, the growing problem of self-checkout theft is becoming more recognized, and more attempts at regulation may come. I stopped by a Walgreens to pick up a razor, and they were all behind glass cases. Do I really need an employee to help me unlock a $12 razor? The reasoning behind this seemingly overly cautious protection system is called shrinkage: it's basically goods that are lost to theft, damage, or bad accounting systems. Target (as much as I dislike their company values) has learned to curb shrinkage in a few ways: - instill video cameras and notify people with a sign in the entrance - locking cases for items that are 'prone to theft' (apparently shaving goods fall in this category) - increased security presence in and around their stores - when nothing else worked, they shut down high-theft locations Shrinkage is inevitable, but these steps can help curb its impact on your small business' bottom line.

According to Section 218 of the New York General Business Law, shoppers may not have to stop at exits to have their receipts checked. The law states that an owner or employee of a retail establishment can only detain a customer if there are reasonable grounds to believe that the person being detained committed a theft. So do you have to stop to have your receipt checked? No! Not unless they have reasonable cause to believe that you, specifically, committed a theft. Sam’s club and Costco do it per their terms of service. So they can stop you or otherwise revoke your membership. This does not apply to non-member stores like Walmart. What can you do? You can sue! If you are detained to show a receipt without probable cause that you committed a theft, you may have an action for false arrest, false imprisonment, unlawful detention, defamation of character, assault, trespass, or invasion of civil rights by reason of having been detained on or in the immediate vicinity of the premises of a retail mercantile establishment.

For those with retail theft on their mind, I highly encourage you to check out the new report by the Little Hoover Commission on Retail Theft in California. Some main finding are: -While retail theft went up since the pandemic it remains relatively at the same levels as 2010 and even lower than previous decades -Shrink rates, while slightly higher are still mainly driven by INTERNAL factors -Public opinion is largely concerned with housing and homelessness! Not retail theft -Prop 47 DID NOT change the threshold at which crimes could be charged as grand theft, a felony -39 states have a HIGHER felony theft threshold than California It is important to note that these trends vary by county and city. However, this idea that retail theft is out of control is just not the case, something the data continuously shows us.
