We’re proud to share that our Chief of Law Enforcement and Enterprise, Jim Cole and our COO, Bryan Weight had the privilege of attending the World Childhood Foundation USA summit, “Digital Guardians: Combating Online Child Sexual Abuse.” This important event, held in honor of Her Majesty Queen Silvia of Sweden and Princess Madeleine’s visit to New York City for the foundation’s 25th anniversary, gathered some of the world’s leading voices in the fight against child sexual abuse and exploitation. As part of the summit, Jim Cole was featured as a panelist, bringing his wealth of experience to the discussion. Jim, a retired Supervisory Special Agent with Homeland Security Investigations, now serves as the Chief of Law Enforcement Enterprise & Technology here at Operation Light Shine. His presence on the panel highlighted the crucial work being done by our organization to combat child exploitation in the digital space. The panel was moderated by award-winning journalist Jeff Glor and included esteemed leaders and advocates in child safety, such as: Elizabeth Letourneau, PhD, Professor and Director at the Moore Center for the Prevention of Child Sexual Abuse at Johns Hopkins Bloomberg School of Public Health Camille Cooper, Vice President of Anti-Human Trafficking & Child Exploitation for the Tim Tebow Foundation Sarah Gardner, CEO of the Heat Initiative We are honored to have been part of this significant event, working alongside such dedicated individuals in the fight to protect children worldwide. Our collective efforts, led by experts like Jim Cole and others, are vital in the mission to eradicate online child sexual abuse, and we are committed to continuing this critical work.

Big New Report: Today, my colleagues and I at Stanford Internet Observatory, led by Shelby Grossman, are publishing a comprehensive report about the CyberTipline, the pipeline by which platforms report child sex abuse material (CSAM) they find on their services. The report analyzes what works and what doesn’t, and makes recommendations - some technical, some political - for improving a 26-year-old system that has become indispensable in the fight against online child sexual exploitation.?We based the report on dozens of interviews we’ve conducted since last summer with stakeholders from across the reporting ecosystem: platforms, law enforcement, prosecutors, criminal defense attorneys, child safety groups, and NCMEC, the organization that operates the CyberTipline. Much has been written about the CyberTipline, but we think our report is unprecedented. In January, NCMEC hosted us for a 3-day site visit at their HQ that gave us a level of access to their work that we’re pretty sure has never before been granted to outside researchers. We are grateful to NCMEC, as well as the 60-plus other individuals who generously gave us their time for interviews over the last 9 months. Every year, millions of men, women, and children are trafficked in countries around the world. This serious crime is not just a problem in other countries – it is also happening in the United States in urban, suburban, and rural areas. The Children In The Pictures?documentary, aired in Australia in 2021 and in the UK on?Channel 4?January 2024, takes us into Task Force Argos, a renowned Australian-based police investigative team, as they go undercover to rescue children from online sexual abuse.? We applaud the Argos team – and all law enforcement focused on child sexual abuse. Their work is essential for detecting and stopping offenders and finding child victims. However, there are also many efforts to prevent harm from occurring in the first place. The essential work of law and enforcement agencies, as depicted by the documentary, cannot be the only weapon to be used in this battle. We must take proactive actions to encourage people to seek help for their worrying thoughts, feelings and behaviours.?Projects like #2PS and other initiatives aim to run parallel to law enforcement efforts, reinforcing prevention against #CSAE.? Our experts tried to answer the questions and challenges the documentary raises. The OCSAE team demonstrates that properly trained professionals respond better to victims of tech-assisted CSA. Unfortunately our practice shows that too few victims are responded to by such specialist services. We must do better. Read the HMICFRS report here: https://bit.ly/4897NBP "We are also concerned about how many officers & staff use victim-blaming language that implies (intentionally or unintentionally) a child is partially or wholly responsible for abuse that has happened to them" This is unacceptable. A child is never responsible for their abuse. "We also found many missed opportunities to identify suspects and disrupt their activity, and to carry out evidence-led prosecutions." It is only by disrupting the activity of perpetrators and calling them to account that we will ever start to turn the tide on child sexual abuse "The voice of children was often absent in the cases we reviewed. But we did see some good examples of when officers and staff had taken the time to understand children’s experiences and record them." Victims and survivors are experts in their own experience. In 2024, the theme is: “Emerging technologies: threats and opportunities for the protection of children from sexual exploitation and sexual abuse.” Technology plays a complex role in child protection. While it presents unprecedented challenges, such as the proliferation of online child sexual exploitation (CSE), it also offers powerful tools to detect and prevent these crimes. At ICMEC Australia, we boldly confront the often-avoided issue of online CSE by supporting and strengthening professionals who detect, report, prosecute, and prevent these crimes. Globally, children are disproportionately vulnerable to sexual exploitation, abuse, and violence—risks that increase in times of crisis, such as conflicts, pandemics, and climate disasters. BREAKING: A new report from Childlight Global Child Safety Institute reveals the world's first estimate of the scale of online child sexual abuse and exploitation. The report, Into the Light, is based on more than 10 years of data and highlights that one in eight children – 302 million young people – have experienced online sexual abuse and exploitation. More than 36 million reports of online sexual images of children who fell victim to all forms form of sexual exploitation and abuse were filed in 2023 -- the equivalent of one report every single second. Our proprietary technology finds child sexual abuse material online and allows law enforcement agencies to identify the users downloading and sharing it -- and we offer our technology for free to law enforcement officers around the globe. Akhim Dev introduced us to this documentary 8 months ago, and we started discussing how relevant it is to the prevention of child sexual abuse and exploitation #CSAE. Dev presented a shortened version of the production at last year's Policing Institute for the Eastern Region #PIER23 event, where Simon Bailey opened the conference by saying: We can't arrest our way out of the CSAE problem. That's true. The scale of the problem is huge. Of course, we must continue to improve law enforcement's response, but by enhancing our prevention efforts, we can also stop abuse from happening in the first place! Not all child sexual abuse is inevitable, it can be preventable. By preventing abuse, we prevent victims.
