?? REC’s Response to NHS staffing reforms Today, Health and Social Care Secretary Wes Streeting announced potential reforms to NHS staffing, including a possible ban on agency workers for some roles. Our response? A ban on agency use misses the point and won’t solve the real staffing issues facing the NHS. Here’s why: The NHS needs reform, but getting staffing right means addressing the core challenges: planning, flexibility, and staff well-being. Agency workers play a vital role—they provide flexibility, support safe staffing levels, and they often choose agency work for a better work-life balance. A ban would only worsen shortages, demoralize workers, and push costs elsewhere. As Neil Carberry, REC CEO, said, "Banning agency workers is not the answer. A collaborative approach that brings unions, staffing partners, and NHS trusts together is essential to build a sustainable staffing model." We’ve urged NHS England to open the conversation and work with us to find real solutions that support both effective, sustainable staffing and value for money. Given the work we have done within the UK Healthcare recruitment sector over the past year, we are pleased to share our latest report. We hope to demystify the role Healthcare Staffing Agencies play when supporting the NHS. With agency scrutiny becoming even more rampant in the last year, as labour shortages have become chronic, we felt it necessary to address the narrative, with a balanced view of the in-play factors. Ultimately, we feel there needs to be a stronger focus on collaboration between the NHS, government and agencies to overcome these challenges whilst understanding the cause of these problems. Our Clinical and Healthcare meeting in Manchester last week was a huge success. Thanks to everyone who attended and our sponsors JMW Solicitors LLP. Our panel Jane Couper, Benton Robertson, Shazia Imtiaz, Oliver Hazell, and Arsalan Rashid led some really interesting conversations. Here are some of the key takeaways: 1. This is an election where pledges political parties make can’t just be about funding – parties need to show they’ll modernise the NHS, support, boost domestic supply and retain existing staff in the NHS workforce and fix existing hospitals whilst building new facilities. 2. Changes to employment law, which will impact how the NHS workforce operates, will be coming, particularly under a new Labour Government. 3. Whilst the salary threshold required to meet the criteria for a health and care visa has not increased substantially, the ban on care workers bringing dependents to the UK has resulted in a drop in individuals applying. British Prime Minister aspirant Keir Starmer and potential Health Minister Wes Streeting this could be great news for the British Public and the NHS but will it be just another promise to be broken when in government. Aside from the appalling mismanagement of patient and health worker safety over decades in Britain which is seeping into the press daily the commitment of a new Labour Government to a good news cycle will just reinforce the desire of the Management Class to Gild the Statistical Lily with fake news, butchered data and Wellness campaigns. Any decent Socialist would rebel against the rise of Managerialism in Healthcare so what about you and the The Labour Party? Have a look at NSW Health for a real-world example of what needs to change. Give Premier Chris Minns a call. The surgical waiting lists are curated- Surgeons are pressured to change their professional opinion on the urgency of their patient so we can continue to say 99.6% of patients get their operations in 30 days. Deputy Secretary Deborah Willcox AM is the Patient Experience lead. Staff satisfaction surveys are marvelous- we are all happy according to Deputy Secretary (People and Culture) Phil Minns. Presiding over this is the all-powerful NSW Health Secretary Susan Pearce AM who followed Elizabeth Koff AM and so it goes on and on. The Ministry of Health runs the show and the lad from Wollongong The Honorable Ryan Park is kept largely under the thumb of Susan Pearce AM. Senior Clinicians who write to the Health Minister get a 'message in a bottle' from Deputy Secretary (People and Culture) 'Uncle' Phil Minns Health that dissent will not be tolerated. We are convinced he means business but not the sort of business we want to be in. This strategy of the Health Propaganda Ministry was honed under the aptly named previous Health Minister The Hon Brad Hazzard and the 'Tory' Party in their long tenure (Liberal NSW). Sir Keir Starmer you, Wes Streeting and the Labour Partly need to advocate for, and commit to, real change. Change We Can Believe In. Root and branch changes to bring decision making to the coal face of health and support health workers to do what they do best, caring and compassionate care. There are huge savings to be made by reducing the headcount and increasing the competence of management of healthcare. The global movement to remove Doctors and Nurses from decision making has sown the seeds of a toxic culture. The dream of Nye Bevan has turned into Nightmare on Downing Street. Our Duty of Candour has been systematically oppressed and you need to think about real change not more of the same spin. Our Nurses and Doctors have had enough of bad people and culture in health. The Homecare Association congratulates The Labour Party on their success in the UK general election. Labour’s manifesto says they will support people to live well at home. They talk about prevention, technology, national standards, and a stronger regulator. Labour’s Plan to Make Work Pay commits to improving pay and conditions for care workers. All are proposals the Homecare Association has campaigned for. Details matter; we eagerly await collaborating with the new government to achieve the desired transformation while avoiding unintended consequences. We call on Labour to walk the talk and: - Make "home first" the default option when assessing care needs. - Promote partnership working and ensure homecare providers have a voice in Integrated Care Systems. - Invest in early support and innovative models of homecare. - Support implementation of a comprehensive workforce strategy to attract and retain care workers. - Provide sustainable, long-term funding for social care. - Ensure commissioning for value and outcomes rather than price. - Strengthen regulation to drive up standards and stamp out poor and illegal practice. Labour now has the chance to rewrite the rules of care. Let's create a system that's as innovative as it is compassionate, as efficient as it is empathetic.
