Maryland Gov. Wes Moore announced the inaugural grantees of the ENOUGH Grant Program, a first-in-the-nation, state-wide, place-based initiative to end concentrated child poverty. The 27 grantee organizations, representing Maryland’s urban, rural, and suburban communities, will receive funding and technical assistance from the state to combat child poverty at the neighborhood level through cross-sector partnerships. Connecticut, take note! The ENOUGH Initiative in Maryland shows us the transformative power of state investment in community-driven, place-based solutions to address huge systemic challenges. This model highlights 1) a community-centered approach; 2) cross-sector collaboration; and 3) the power of a state as a catalyst. This is the way we're going to tackle the biggest challenges at hand: States investing in scalable, community-based strategies that lead to equitable opportunities for children and families.

Child Poverty Action Lab (CPAL) and The Commit Partnership teamed up to align on a shared mission to cut in half the number of children living in poverty in Dallas County while doubling the number of young adults attaining a living wage by 2040. Together, they launched an innovative community investment plan,?Opportunity 2040, to increase economic mobility, leveraging philanthropy to unlock significant public funding. “We believe that with both robust data continually guiding our actions and strong partnership at the center, Dallas County can deliver the broad opportunity that every one of our children deserves.” - Todd Williams, CEO of The Commit Partnership Opportunity 2040's 5-year goal is 38,500 or more students on a path to economic mobility. Dallas County surpassed the plan's Year 1 Progress goal with 10,576 students on track. We met ALICE last week at United Way of North Central New Mexico,?and discovered that we already know them! ALICE stands for "Asset Limited, Income Constrained, Employed" and they are our neighbors, teachers, and essential workers who are struggling to make ends meet. Kiran Gaudioso CEO of United Way of Northern New Jersey and President, United for ALICE gave an excellent introduction. We also heard from Randy Prunty, CEO, United Way of North Central New Mexico; Cathryn Abeyta, Executive Director, San Juan United Way; Amanda Morales, CEO, United Way of Southwest New Mexico; and Will Simmons, a dedicated father and advocate for ALICE in NM. We learned from Kiran how states across the nation have been supporting ALICE through changes to benefits based on restrictive Federal Poverty Limits (FPL). ALICE are people who don't meet those limits, but who are just one paycheck, one flat tire, one medical bill, one life event away from homelessness and poverty. It made us proud of our eviction prevention program, where every day we are helping people stay housed and get through tough times on limited incomes - and who have no where else to turn because they don't meet the FPL for benefits. Thirty-six percent. That’s the percentage of Minnesotans who live paycheck to paycheck and don’t have income left to meet all basic needs. United Way of Central Minnesota joined United Ways from across the state and met at the State Capitol to celebrate the launch of a new ALICE report. What’s ALICE and why is this new report something to celebrate? ALICE stands for Asset-Limited, Income-Constrained Employed and describes hardworking friends and neighbors who struggle to meet basic needs but do not get assistance because they earn over the federal poverty level. We are humbled to share the story of our partnership with the Social Justice Public Charter School, a local school in Washington DC that is partnering with us for an intergenerational guaranteed income pilot. Attacking poverty through parent and child economic wellbeing is our aim. What we hope to impact is the instability that follows poverty. And this too often invokes the twin systems of truancy and family policing. It is hard to study, to concentrate, and to dream when you go to bed hungry at night.
