A Federal Railroad Administration study proposes 15 new Amtrak routes, adding over 23,000 rail miles and connecting 39 million Americans to rail service for the first time. The conceptual expansion, part of the 2021 Bipartisan Infrastructure Law, aims to revitalize regional connectivity, enhancing access to urban centers and rural communities alike. While public enthusiasm is high, funding hurdles remain as Congress and private stakeholders weigh the next steps. Amtrak saw record ridership in 2024, fueling optimism for rail’s future. Today, Senior Vice President Ural Yal of Flatiron Construction delivered a crucial testimony to the United States House of Representatives Transportation & Infrastructure Committee on behalf of AGC of California before the Railroads, Pipelines, and Hazardous Materials Subcommittee. The focus was on the California Air Resource Board's (CARB) proposed In-Use Locomotive Regulation. Yal highlighted that while we support environmentally friendly initiatives, the proposed regulation could have significant adverse impacts on the construction industry, potentially affecting infrastructure development, disrupting the supply chain, and job creation. "The proposed Spending Account and Useful-Life Requirement within CARB’s In-Use Locomotive Regulation present significant financial and operational challenges for our agency partners and operators. These requirements are designed to accelerate the transition to zero-emission locomotives by mandating substantial financial contributions from operators into a spending account and limiting the operational life of existing locomotives. While we support the intent to reduce emissions, these measures impose undue burdens on our transportation agencies and, by extension, the communities they serve." The #Midwest Interstate Passenger Rail Commission will receive a federal Consolidated Rail Infrastructure & Safety Improvements grant to advance planning work for the long-term development of a regional Midwestern #passengerrail network. In late October, the Federal Railroad Administration announced it will award up to $1.84 million from the CRISI program’s fiscal year 2023-24 funding to “Invest Midwest: The Future of Midwest Passenger Rail-Phase 1” – a MIPRC-led project that will advance and expand the regional network vision proposed by the FRA’s 2021 Midwest Regional Rail Plan, Corridor Identification & Development Program projects, and routes suggested by the FRA's Long Distance Study & Amtrak's Connects US plan. Governor Ned Lamont and the members of Connecticut’s Congressional delegation announced last week that the Federal Railroad Administration (FRA) is awarding Connecticut approximately $291 million from President Joe Biden’s Bipartisan Infrastructure Law that will be used for railroad improvements at five projects across the state. The grants, which are being awarded to the Connecticut Department of Transportation and Amtrak, are funded through the Northeast Corridor (NEC) Federal-State Partnership for Intercity Passenger Rail Program. Connecticut’s share of funding represents 20% of the total $1.4 billion in grants the FRA awarded for rail projects along the Northeast Corridor.
