2025 Final Rule on Supplemental Benefit There is no question that Medicare beneficiaries are overwhelmingly satisfied with Medicare Advantage plans, enrollment in the program is increasing year over year, and participating managed care plans are offering a rapidly growing array of new and innovative benefits. These innovative benefits are a a key reason for the program’s popularity among Medicare beneficiaries. In the early years, these benefits took the form of dental and vision, with Bipartisan Budget Act of 2018, CMS expanded the definition of “primarily health related” supplemental benefits. Medicare plans leaned heavily into this policy opportunity over the last few years, as of 2022, over 99% of Medicare Advantage plans offered at least one supplemental benefit. The most frequently offered benefits were vision, hearing, fitness, and dental. However, at the same time, there’s indication that beneficiary utilization of many supplemental benefits is low. Starting 2025, CMS is requiring Medicare Advantage plans to issue a “Mid-Year Enrollee Notification oof Unused Supplemental Benefits” annually, between June 30 and July 31 of the plan year, that is personalized to each enrollee, and that includes a list of any supplemental benefits not accessed by the individual during the first six months of the year. In addition, the notification will include the scope of the benefit, cost-sharing, instructions on how to access the benefit etc. While this new requirement introduces additional administrative complexity for the plans, doing so effectively can significantly enhance member satisfaction and retention.
