A fascinating and old article that Ruth Bush just shared with me. What struck me is confirmation of what seems clear to me - that getting tricky projects off the ground mostly happens because of a committed group of people who care so much about the end outcome, they are able to innovate and iterate their way forward. What's also clear is that getting that sweet spot of political and policy alignment, with community and technical knowledge is key.
