We’re now in the last two weeks of comment periods for both the EAR and ITAR AUKUS exemptions proposed rules, with the EAR amendment comment period ending June 3, and the ITAR comment period ending at the end of next week, May 31. So far, the comments have been limited (five public EAR comments, five ITAR). This is possibly surprising as to the proposed ITAR exemption, because of the breadth of the exclusions to the ITAR exemption. You read that right—while the rule generally exempts trade with Australia and the UK (if certified by the State Department) from ITAR licensing requirements, the proposed Supplement No. 2 to ITAR Part 126 specifically limits that exemption by excluding a wide range of defense items. Most notable is the almost complete exclusion of Missile Technology Control Regime (MTCR) articles and directly related technical data and defense services. The minute specificity of other exclusion listings will probably impose some compliance burden for first time entrants unsure of their item’s classification. Interestingly, none of the posted ITAR comments at Regulations.gov (https://lnkd.in/eJuNjduG) have addressed the broad MTCR exclusion or the overall exclusion scheme. All of this adds up to an exemption that, if finalized as currently drafted, would leave cross-border contractors to the AUKUS partnership with an ITAR regime where compliance measures look pretty similar to before. Excited to share that I was selected for the 2024 OSCE Scholarship for Peace and Security. This is a training course lasting 10 weeks that focuses on: - Arms control, disarmament, and non-proliferation frameworks with a focus on politico-military tools; - Regional confidence- and security-building Measures; - Control of firearms, ammunition, and mines; - Instruments on non-proliferation of conventional as well as weapons of mass destruction; - Impact of new technologies on peace and disarmament processes; - Means of modern warfare; - Preventing and countering terrorism; - Impact of conflict and post-conflict rehabilitation processes; - Other cross-cutting issues.

The Irregular Warfare Center (IWC) has just launched its first openly available online course and it is called Irregular Warfare 101 or IW101. This course is meant for both military and civilians of all ranks and all grades, as well as our partners and allies. IW101 offers an introduction to the fundamental aspects of Irregular Warfare, and it consolidates key concepts from U.S. policy, doctrine, and academia in about 90 minutes. This course has three sections which include 1) strategic competition, forms of warfare and definition and nature of IW, 2) describing IW operations and activities, and 3) discussing the global practitioners of IW and trends. IW 101 is available on the Defense Security Cooperation University virtual classroom called MyDSCU and can be accessed by registering at this link (https://lnkd.in/e_zdTVsF) and then searching for Irregular Warfare 101 Course.
