As communities and nations across the globe struggle to find meaningful and impactful strategies to address the ongoing and accelerating impacts of climate change, we can see how historical factors impacting unequal access to resources are shaping our ability to respond in real time, across the globe and even within the "first world." The state of Maine has 429 unorganized territories, which include inland regions with low or no population as well as smaller island communities along our long and rugged coastline, representing both geographic and demographic diversity. The one common feature of these territories is the lack of a municipal government to represent the interests of their residents collectively at the local level or to advocate at the regional and state level. Often, management of these territories falls to a county-level administrative office that works to guarantee the function of roads and what utilities might be available, but generally doesn't engage in long-term planning in cooperation with individual communities. This is a recipe for disaster for many of our Unorganized Territory communities, as the impact of severe storms, flooding, drought and parasite infestation continues to grow, and coordinated responses are lacking. As part of our effort to support coordinated climate-response, resilience and sustainability efforts for rural Mainers, Cobscook Institute is managing the process of formal enrollment of Washington County's 34 Unorganized Territories (comprising thousands of square miles of territory and including thousands of local residents) in the state-level Community Resilience Partnership, which will facilitate community conversation and cross-coordination of resilience planning; support access to state-level resilience resources, including grants and project loans; and increase the profile of vulnerable rural communities that are largely invisible within the current policy framework of community climate action. This project hits close to home for us: Cobscook Institute is situated in Trescott Township, an Unorganized Territory with coastal shoreline both to the north and the south, routinely experiences power outages due to the flimsy infrastructure supporting our peninsula, and is subject to some of the most intense weather in the state (we experienced the highest wind-speed gusts in the state during a particularly severe winter storm this year, reaching 95+mph). Thankfully, many communities across our region are mobilizing for coordinated response in the face of this vulnerability--but it is critical that our Unorganized Territories are not left out in the cold. https://lnkd.in/einkWfAd
