The National Security Bureau (NSB) warns that the Chinese Communist Party (CCP) has significantly enhanced its cyberwarfare capabilities by integrating military and civilian artificial intelligence (AI) resources. This enables the creation of mutated computer viruses, deepfakes, and disinformation campaigns, particularly targeting Taiwan. The NSB identifies vulnerabilities in key infrastructures and anticipates more sophisticated automated cyberattacks. AI technology facilitates extensive deepfake creation and misinformation distribution through fake accounts and bots. The NSB has flagged the substantial threat from China’s cyber operations and plans to collaborate with the private sector to bolster cybersecurity. This includes integrating AI into defense systems to detect attacks and identify false content, along with a strategy to share intelligence with international allies to form a “digital united front” against Chinese cyber threats. The Ministry of Digital Affairs emphasizes that AI enables more precise, large-scale cyberattacks, underscoring the necessity for advanced technology and media literacy. Concerns about the sophistication of deepfake technology in China have increased, with potential impacts on Taiwan's social media. Can I let you into a couple of secrets...? You may not have seen it in the media, but the Global AI Safety Summit is currently underway in Korea. There is some debate as to how effective this summit is, with The Guardian editorial commenting, "The people charged with making sure AI doesn't destroy humanity have left the building." Even the optimists recognise that the technology is advancing at a faster pace than governments can cope with. However, all is not lost. Also not widely reported in the media is the AI Safety Institute, which was set up by the UK Government following the AI Summit at Bletchley last year. (See https://www.aisi.gov.uk/). The UK is fortunate to have a National Cyber Security Centre (https://www.ncsc.gov.uk/), so here's hoping that the AISI is as effective and influential as its forerunner.

Japan Says Chinese Hackers Targeted Its Government and Tech Companies For Years: The Japanese government published an alert on Wednesday accusing a Chinese hacking group of targeting and breaching dozens of government organizations, companies, and individuals in the country since 2019. From a report: Japan's National Police Agency and the National Center of Incident Readiness and Strategy for Cybersecurity attributed the years-long hacking spree to a group called MirrorFace. "The MirrorFace attack campaign is an organized cyber attack suspected to be linked to China, with the primary objective of stealing information related to Japan's national security and advanced technology," the authorities wrote in the alert, according to a machine translation. A longer version of the alert said the targets included Japan's Foreign and Defense ministries, the country's space agency, as well as politicians, journalists, private companies and tech think tanks, according to the Associated Press. In July 2024 Japan's Computer Emergency Response Team Coordination Center (JPCERT/CC) wrote in a blog post that MirrorFace's "targets were initially media, political organisations, think tanks and universities, but it has shifted to manufacturers and research institutions since 2023."
