Really useful reporting/summary from Higher Ed Dive on the SHEEO (State Higher Education Executive Officers Association)'s report on shifts in funding in #highered between students, states, and federal. ?? The good news is that student's share of funding education via tuition and fees is the lowest in 10 years at 37.6% and States' share has increased recently to 39.6% of the cost. ? The bad news is we haven't yet gotten back to 2008 levels of 49.2% state funding share, when during the Great Recession, the cost burden shifted from the state to the student. ?? The other news is that funding varies significantly by state; for example, New York, North Carolina, Connecticut, and others fund more than 50% of the cost of higher education but Indiana, Arizona, West Virginia and Vermont are all below 33%. The Supreme Court’s affirmative action ban, combined with increasingly aggressive attacks from state legislatures, has eaten away at higher ed’s public image. And doubts that a college degree is worth the cost continue to mount among the general public. So for regional public universities that expected to feel the worst effects of those shifts, it came as a pleasant surprise when they began to see positive—even historic—enrollment growth this fall. 2024 Legislative College Affordability Day January 23, 2024: A pivotal day where student and college alumni presented personal remarks of their higher educational aspirations and efforts, President and CEO of Collegiate Directions, Amma Felix spoke of legislative achievements and fiscal year 2024 priorities, and CEO and Founder, Joe Fisher underscoring the importance of students accessing public and private higher education resources on “Legislative College Affordability Day” at Governor Calvert House in Annapolis, Maryland. Maddie Aiken reports: West Virginia University students who meet certain income requirements will soon see zero balance on their #tuition bills. That’s thanks to the #Morgantown university’s new program,?#WVU Guarantee, that will provide funding to cover tuition costs for in-state students whose family income is $65,000 or less. After factoring eligible students’ financial aid offers and #scholarships, WVU will fill the gaps of any remaining tuition balance through the program, which will roll out this fall. “Our campuses might seem far away, unattainable [or] unaffordable,” said Steve Hahn, WVU’s interim vice president for enrollment management. “We want to appeal to those students and let them know that they are welcome here, we want them here and we want to clear the path for them to come here.” Students need not apply for the program, though they must fill out the Free Application for Federal Student Aid by Aug. 1 to be eligible this fall. If a student’s family income drops to the eligibility threshold during their undergraduate education, they will then qualify for the program. And because the program is a guarantee, eligible students are promised funding throughout their undergraduate education — even if their family income rises above the $65,000 threshold. New programs aiming to boost affordability are becoming commonplace at more campuses across the country. WVU based its program in part after the?Tuition Promise?program at the?Universities of Wisconsin. At Carnegie Mellon University, school officials announced?this fall?that #CMU would offer a tuition-free or federal loan-free undergraduate education to students whose families earn under $75,000 and under $100,000, respectively. And?in New York this month, Gov. College is too expensive and many students who are attending college don't know where it will get them in the end. Holding colleges accountable for student outcomes is a particularly fraught topic, but an increasingly important one. A new report released today by Bipartisan Policy Center and written by Tristan Stein and Shai Akabas is a balanced comprehensive overview of the topic, and the many viewpoints of higher ed policy makers. The movement to support stopped-out students in returning to college is gaining momentum. Over the past few months I have met with state leaders and national organizations focused on elevating the conversation around the 42 million Americans with some college, no degree, including the Bipartisan Policy Center and the National Conference of State Legislatures. Today, NCSL’s Task Force on Higher Education released a report highlighting how engaging with this population of adult learners can change lives and address state workforce needs. Among the many recommendations, NCSL encourages states to: ?? Launch targeted re-enrollment initiatives to reach more students. ?? Develop scholarships and support systems tailored to adult learners. ?? Foster partnerships among legislators, educators, and business leaders to improve outcomes. ?? Use technology to provide information at scale and meet students where they are. States have a unique opportunity to engage former students who wish to transfer or re-enroll. By coordinating resources and support, we can help all students navigate the many possible college and career pathways. Together, we can create opportunities that benefit learners, our workforce, and our communities. NEW | Our latest report, done in collaboration with UCSA, examines UC undergraduate data to take a deeper look at college affordability for Californians. Since our original 2019 analysis, there have been improvements across several affordability metrics; however, equity gaps in borrowing have persisted among California’s under-resourced students. We commend the UC for its commitment to ensuring all Californians have access to affordable and equitable education, but it is imperative that more be done to support college affordability and higher education attainment for California's historically marginalized communities .
