Recently, leaders from the House and Senate Committees on Veterans’ Affairs introduced the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, a bipartisan effort aimed at overhauling veterans' healthcare and benefits. This comprehensive legislation, supported by over 20 veteran service organizations, seeks to enhance healthcare delivery, expand home-based care options, improve mental health services, and bolster support for caregivers, among other significant reforms. Veteran organizations such as the American Legion, DAV, VFW, and Wounded Warrior Project have praised the act, emphasizing its potential to profoundly impact the lives of veterans, their families, and survivors. Dear Steve, Last week marked a significant milestone: the 10-year anniversary of the Phoenix VA scandal, in which at least 40 veterans died while waiting for care because the VA lied about wait times. A decade past this heart-wrenching scandal, many veterans continue to face challenges in accessing quality and timely care—not only in Phoenix but across the entire country. According to recent data from the VA, wait times for primary care and mental health appointments still exceed the recommended guidelines, ranging from 20 to 59 days and 45 to 105 days, respectively. It’s an ongoing struggle our veterans endure to obtain the healthcare we were promised and deserve. Last week, CVA hosted press conferences in Phoenix and in Washington, D.C. to commemorate this solemn anniversary and demand legislative solutions to improve veterans' access to community care. Please help spread the word. We have an estimated 90,000 to 100,000 veterans in Montana. As required by law every 10 years, the Montana Legislature State Administration and Veterans' Affairs Committee is surveying the long-term care needs of our veterans. The results of this survey will help us as legislators assess the needs of vets, create a 10-year plan, pass legislation when needed, and budget for those needs. We recognize that not every veteran is in a position or willing to take the survey, so their spouses, family members, friends, and care providers are encouraged to take the survey for them if that is the case. Since the beginning of the 118th Congress, hundreds of bills have been introduced to improve the health care and benefits provided to our nation’s veterans, their caregivers, families and survivors. Over many months, our engagements with members and staff through congressional hearings, committee briefings, stakeholder roundtables and informal discussions have led to the introduction of an omnibus package of legislation that addresses several of our highest legislative priorities to include reforming and expanding health care, benefits and services provided by the Department of Veterans Affairs (VA). H.R. 8371, the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, contains dozens of bipartisan and bicameral bills that address some of the most urgent needs of veterans and caregivers to include improving veterans’ mental health and long-term care services, VA’s caregiver program, veterans’ homeless program, electronic health record modernization, dental care, educational assistance, burial benefits and more. DAV supports, H.R. 8371, the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, as it aligns with several DAV resolutions to fulfill the promise of caring for our nation’s ill and injured veterans. We request all DAV members and supporters to contact their representative and urge them to co-sponsor and support H.R. 8371, the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act.

The House and Senate Appropriations Committees have unveiled their first package of fiscal year 2024 appropriations bills, including significant IT funding for the Department of Veterans Affairs (VA), totaling over $6 billion. This package, crucial for preventing a partial government shutdown, allocates $135.25 billion in non-defense discretionary funding and $172.5 billion in mandatory funding to the VA and related agencies. Notably, the bill provides $1.3 billion for the VA's Electronic Health Record Modernization (EHRM) program, which is $529 million less than requested by the White House, reflecting adjustments due to the program's reset and ongoing improvements.
