The Commonwealth Director of Public Prosecutions, on behalf of AMSA, has successfully prosecuted the master of the ship MV Boshi 58 and its operator, Fu Ye Shipping, following a serious accident involving a ship’s mooring master pilot in 2023. The mooring master, who was providing services during the pilot phase of the voyage, was seriously injured when the pilot ladder broke during the transfer. Both have pled guilty and were fined $5,300 and $32,000, respectively, for failing to ensure pilot transfer arrangements complied with the relevant Marine Order and the Navigation Act 2012.? You're post is really well put and as an initial incident commander at many incidents I have experienced cognitive overload or too many spans of control. In the Fire service there seems to be a disconnect between- Operational-Tactical-Strategic The best an on coming Senior officer can say to the initial Incident Commander is - what do you need ? or how can I help. More Emotional and Situational awareness is needed.
Over the last 2 weeks I've had the opportunity to speak with nearly 200 of our Operational Commanders about my experiences responding to the Carmont Derailment. My key messages from this, and other incidents are; 1 - Look outside the traditional grouping of Police, Fire and Ambulance. HM Coastguard were invaluable on this incident and filled a key gap nobody else could. Same with Network Rail and ScotRail, their presence in the commanders meetings added real value. 2 - Cognitive Overload is a real thing, that must be guarded against - using checklists and aide-memoirs isn't cheating, it's just plain good sense! If a crew hesitates with a METHANE report then walk them through it, now is not the time for a memory test of mnemonics! 3 - This one is stolen from one of our Negotiators who I heard it from - remember that in the middle of a crisis there are Commanders who are themselves in crisis - always try to lighten that load. Every time I talk about this incident I talk about the sheer awe I have for Frazer Robertson who was the first BTP Incident Commander on scene - for all the time I felt like my head was bursting, he had more going on, and took it in his stride the whole time. I'm very grateful to the Operational Command Training team at the Scottish Police College for inviting me to speak on their CPD days for Operational Commanders about this particular incident and what we got right, and more importantly what I'd do differently if I could try again. #jesip999 #railways #policing #cpd
