MuckRock is a non-profit 501(c)(3) organization used by journalists, scholars, activists, and researchers to request, analyze and share government documents. Here's a quick guide on how you can use Muckrock to submit Freedom of Information Act (FOIA) requests for #UAP materials from U.S. federal agencies: 1) Create an account on https://muckrock.com 2) Gather information on what specific UAP-related documents you are seeking. The more specific you can be, the better. Identify the agencies that are likely to hold the documents, such as the Department of Defense (DoD). 3) Start your request by going to the "Make a Request" page, then select the agency you are submitting the request to and use the template provided by MuckRock to draft your submission. Be specific about the documents you are seeking. 4) Fill in the details of your request in the MuckRock form and then submit. MuckRock will send the request on your behalf and track its progress. 5) Monitor and follow up with your submission. MuckRock will track the status of your request and notify you of any updates. If the agency requires more information or clarification, you should respond promptly. 6) Once the documents are released, MuckRock will notify you and provide access to them. MuckRock allows you to share the documents publicly if you choose to do so, which will help other researchers, journalists, and activists. 7) If your request is denied or only partially fulfilled, you have the right to appeal. MuckRock provides tools and guidance on how to file an appeal. 8) Use MuckRock’s community features to connect with other researchers and individuals interested in UAPs. Sharing information and strategies can be beneficial. https://muckrock.com

Associate Scholar Matthew P. Shearer and Managing Senior Analyst Amanda K. Mui represented the Center as expert panelists at this week’s OAS/CICTE kick-off meeting in Washington, DC. Amanda spoke Thursday on dual-use research and its governance.?Matthew spoke Friday on strengthening Confidence-Building Measures for the BWC.?(Check out a quick summary of their remarks below.) ??Thank you to the organizers and attendees. We look forward to working together to advance #Biosafety and #Biosecurity across Latin America! -------------------------------------------------------------------------------------- ?? Amanda on dual-use research: "Advanced life sciences research has the potential revolutionize health and the bioeconomy, but scientists, institutions, and policymakers must implement appropriate oversight measures to prevent the misuse of dual-use research. Existing tools and policies like the WHO Global Guidance Framework and the US DURC/PEPP policy can provide examples for how countries might choose to evaluate their own dual-use policies and take actionable steps towards stronger oversight of such research within their own contexts. As life sciences and emerging technology capabilities continue to advance and converge, it is all the more important for policymakers to evaluate and improve upon their dual-use policies with input from scientists and experts in the field." ?? Matthew on the BWC: "Confidence-Building Measures [CBMs] are one of the few formal BWC tools for sharing information and increasing transparency regarding states parties’ biological activities, but they face significant challenges.Fortunately, states parties have a variety of formal and informal options available to strengthen CBMs. In particular, they should focus on improving the cost-benefit ratio of CBMs, with the goal of increasing the quantify and quality of CBM data and providing more value to states parties."
