"- The immediate cause of the grounding was pilot error, namely his failure to take appropriate and effective action to keep the vessel in the deepest part of the Channel. - The pilot’s error was due in part to inadequate training and experience in the pilotage of large tankers. - The pilot would have appreciated at an earlier stage in the approach that the vessel was being set to the east if it had been the normal practice to use the Outer Leading Lights for all approaches to the West Channel. - When the effect of the set was noticed, the Master failed to appreciate that the action then ordered by the pilot would not be adequate. - The pilot and the Master had not discussed and agreed a pilotage passage plan, as a consequence neither the Master nor the Chief Officer knew what the pilot’s intentions were - etc." Lire la dernière partie du rapport de la MAIB, le BEAmer britannique.

Vietnam ???? is building a new airstrip on newly-reclaimed land in its segment of the Spratly Islands, capping off a large-scale campaign of island-building that began in 2021. According to Radio Free Asia, Vietnam added more than 600 acres of dry land to its holdings in the Spratly Islands over the last year alone, using a combination of shore-based dredging equipment and cutter suction dredgers. The largest amount of activity was on Barque Canada Island: it is nearly three miles long now, and has enough space to develop a strategic airstrip of military value (3,000-plus meters). The airstrip in progress is currently about 1,000 meters long and growing. https://lnkd.in/ePp_VFdx

INVESTIGATION UPDATE: #TSBMarine has issued a Marine safety information letter (MSI 01/24) to Transport Canada - Transports Canada advising on the extent of the Titan submersible’s operation in Canadian waters (M23A0169), as well as confirmation of other submersibles operating in Canadian waters, some which haven’t been registered or certified in Canada or any other country. The Arc 6 ice-class shuttle oil tanker 'Valentin Pikul' headed out on sea trials several days ago from the #Rosneft-backed #Zvezda Shipyard but it has now left Ussuri Bay and is moving along the south coast of the Russian Far East. The tanker was ordered by #Rosneft subsidary #Rosnefteflot. Some of the vessel's characteristics: - Its ice class Arc 6 notation will allow it to independently navigate without #icebreaker support in the waters off the north coast of Russia, in first-year ice with a thickness of up to 1.1 m during the winter-spring navigation period and up to 1.7 m in the summer-autumn period; - The propulsion system includes controlled swinging #azimuth thrusters; - Equipped with bow loading gear, allowing it to receive oil directly from a stationary, ice-resistant offshore loading facility. #Rosnefteflot and #Zvezda signed a contract for construction of the Arc 6 shuttle tanker with an option for another similar vessel at the 2018 St. Petersburg International Economic Forum (#SPIEF). #Rosneft and #Rosnefteflot signed a 20-year tanker charter agreement. The 'Valentin Pikul' was ordered for the export oil and oil products from the R. Trebs and A. Titov oil fields in the Nenets Autonomous Okrug located in the western Russian Arctic. Oil from these fields is exported through #Lukoil's #Varandey fixed offshore ice-resistant oil loading terminal (FOIROT), located off the NAO's north coast, hence the need for bow loading capability. The shuttle tanker was officially named in September 2023 in the presence of President Putin, along with the lead Arc 7 ice-class #LNG carrier 'Aleksey Kosygin'. The Garbage Record Book is now mandatory for ships between 100 and 400 gross tons, which are certified to carry 15 or more persons engaged in voyages to ports or offshore terminals under the jurisdiction of another Party to the Convention, as well as for every fixed or floating platform.
