According to preliminary estimates of the American authorities, removing the consequences of the collapse of the bridge in Baltimore may take some time and up to 10 years. It was previously reported that dismantling the destroyed structures and rebuilding the supports and spans could cost up to $3 billion, and if indirect damage to infrastructure and logistics is taken into account, the figures will rise to $70-80 billion over the coming years. On January 19, 2024, the Commandant released a Notice of Proposed Rulemaking (NPRM) proposing a system of shipping safety fairways along the Atlantic Coast. This NPRM is posted to USCG-2019-0279 and is open for public comment through April 18, 2024. The rulemaking proposes eighteen fairways providing space for safe, unobstructed vessel traffic along the Eastern Seaboard from Florida to Massachusetts. There are also proposed changes to the Traffic Separation Schemes and one fairway anchorage off the Delaware Bay. The maritime news has been quite rightly dominated by the MV Dali’s allision with the?Francis Scott Key Bridge in Baltimore, Maryland which cost six lives and closed two?major transport arteries on land and sea. It was therefore good to receive the first Safety Digest of 2024 from the UK’s Marine Accident Investigation Branch.??This issue contains several analyses of accidents, some of?them fatal, involving merchant, fishing and recreational vessels.??In his introduction, the Chief Inspector of Marine Accidents Andrew Moll OBE, encouraged all seafarers to engage in ‘precautionary thought’.??This process is intended to focus minds on the activity at hand, the risks involved and the equipment and training required.
