Attending the AELP webinar today, reading the chat, and watching the voting results, I think there is a big disconnect between what employers want and what providers want from policy. No shock that providers want the lowest possible barriers to delivering their funded programmes. That makes sense, I think it would be a good thing. Employers probably think the same. However I don't think the voting was particularly employer or learner-centric. Downvoting shorter programmes and Levy use for non-accredited training being two examples that would both make sense for solving skills shortages. We need policy that solves talent/skills shortages and providers need to adapt to deliver that value add. It's tough. Trading is hard. These policy changes are excruciatingly slow. We need to be careful as a collective that in lobbying to make life easier commercially, we're not moving further away from the fundamental goals of training people. We need to remove the barriers to increasing life chances and enhancing productivity, not putting more up. The best thing providers can do in the meantime is seek to remain as valuable as possible to learners and employers, irrespective of what the government decides to do.

Will the new Skills England impact on you? Most of you will know that the Government’s plan to create Skills England was announced at the recent King’s Speech. The legislation?is unlikely to be passed before Spring 2025. The plan is that Skills England will operate within a philosophy of partnership with employers at the centre. The intention is for Skills England is to convene employers, unions, education and training providers, and experts with national government to: ·???????Develop a single picture of national and local skills needs ·???????Work with industry, the Migration Advisory Committee, unions and the Industrial Strategy Council to build and maintain a comprehensive assessment of current and future skills needs. This will also inform the Department for Education’s policy priorities. ·???????Identify the training for which the Growth and Skills Levy will be accessible - this includes consulting on (and maintaining a list of) levy-eligible training to ensure value for money ·???????Guarantee the mix of government-funded training available to learners and employers aligns with skills needs. ·???????Ensure that the national and regional skills systems are meeting skills needs and are aligned to local and regional vacancy data while also building a robust evidence base. ·???????Partner with mayoral combined authorities and other key stakeholders to identify system issues ·???????Provide advice to Government, leading to a more coherent system. Overall, the positive impact of Skills England will be the opportunity to bring the complex area of training and qualifications into a single entity especially if employers remain at the centre. #training #apprentceships #earlyyears #skills #change
