Vehicle Pursuits: Yea or Nay American Law Enforcement agencies have differing policies for pursuing vehicles on public roadways resulting in a variety of outcomes that people are at a crossroads with. The public has experienced a large increase in "car meets" in major cities across the country putting to shame any fast and or furious laws currently on the books. ATVs, dirt bikes, and tricked out vehicles (sometimes they're even stolen ??) are gathering on America's streets, preventing law abiding citizens from navigating freely, often causing damage to taxpayer property, and frequently resulting in injury or even death. The current trending threshold for pursuing a vehicle as an LEO requires the element of a "violent felony" in many jurisdictions. If there is no physically harmful act, more often than not the pursuit will be diffused by a supervisor before pedal meets the metal. There are always conditions which LEOs must grade before, during and after vehicle pursuits to justify our decision-making process that complies with departmental policy. Weather, time of day, school zones, road conditions, and pedestrian population are just a few of the considerations that the quality officer will calculate over a mid-morning snack, long before the pursuit is engaged or even thought of. There are a great many numbers of Law Enforcement agencies that deploy officers to the streets in direct conflict with their own policy simply to do "something" that quells criminal behavior, satisfies the "machine's" needs, and pacifies public opinion. This is unethical behavior displayed by some police brass willing to sacrifice their personnel for personal career bloviations. Criminals are real entities who should be treated as such with a black and white policy that officers can rely on to guide them during critical events. Moving goal posts by weak management driven by political pressure results in decreased morale, lower recruitment rates, diminished performance metrics, and rapid early retirements. The true Emergency Management Leader sets themselves apart by developing data driven policies, pushes governmental laws favorable towards public safety, and partners with community stakeholders who have the common goal of success vis-à-vis lawful arrests. The American people deserve a Law Enforcement agency dedicated to safety for all, including those they pay to enforce the law. Citizens are allowed to demand that policing management teams provide the safest possible environment for their officers on the street. During the Independence Day weekend, the California Highway Patrol conducted a Maximum Enforcement Period to ensure the safety of all Californians. The statewide statistics from this effort are as follows: o Over 1,600 arrests, with over 1,300 being DUI-related o Nearly 30,000 citations issued, including over 17,000 for excessive speed o Over 600 citations for drivers exceeding 100 miles per hour o Nearly 1,000 seatbelt violations cited o Over 1,900 distracted driving citations issued Great job to all CHP areas that worked tirelessly to keep California safe this Independence Day weekend. The Gilbert Police Department continues to focus on road safety throughout Gilbert thanks to Arizona Governor’s Office of Highway Safety (AZGOHS) grant funds which provided the department with funding for increased enforcement and training for our traffic unit as part of the 2024 Federal Fiscal Year. The additional funds allow officers to spend extra time, outside of their already dedicated hours, to focus on the areas of DUI Enforcement, Pedestrian and Bicycle Enforcement, Selective Traffic Enforcement, and training for Accident Investigations. Below is the breakdown of the awarded grant funds received. ?? DUI Enforcement - $93,918.00 ??Selective Traffic Enforcement Program (STEP) - $70,000.00 for personnel services and $7,671.00 for the purchase of additional Lidars for speed enforcement ??Accident Investigation-Related Training - $8,285.00 ??
