Luxembourg is not only the home of the Court, but also that of the European Court of Auditors. So I have dedicated the long train ride from Brussels and some of my afternoon into increasing my understanding of how ECA works, and studying some of its most recent reports on the RRF (the middle one is on the MFF with a specific section on the RRF), which I think are compulsory reading for anyone with an interest in financial accountability and the RRF. With the discussion about new EU funding instruments getting started, the Reports make a number of important points about gaps and design failures in the RRF that should be seriously considered, relating for example to recurring national budgetary expenditure, questions of fraud detection, weaknesses in the definition of milestones and targets and auditing the relevant expenditure, differences in the relationship between funding and the achievement of milestones in the Member States etc. "The RRF was meant to deliver results efficiently and simplify financial management. [...] we do not expect administrative burden and the costs of control to be reduced as compared to traditional cost-based instruments. We have previously emphasised that simplification must not be at the expense of accountability. So far, the Commission has not sufficiently clarified how to design control systems that both account for the RRF's Financing Not Linked to Costs (FNLTC) delivery model and provide reasonable assurance on the absence of double funding at member state and final recipient level."

Financial planning is often misconstrued and equated with product sales, hindering its professionalisation. ? The legacy of sales-driven origins and commission-based compensation fosters conflicts of interest. ? Overcoming entrenched industry behaviors, especially within large financial firms, poses a significant challenge. Enablers: ? Strategic alliances with policymakers and effective lobbying efforts have propelled professional bodies forward. ? Media scrutiny has catalyzed calls for reform and heightened regulatory oversight. ? Technological advancements, like robo-advising, are reshaping the market, compelling planners to offer holistic solutions. ? Increased educational standards are raising the bar for professionalism and knowledge base in financial planning. Opportunities for Professional Bodies: ? Research and share knowledge on different forms of remuneration models and how to better align them with client interests. ? Continuously enrich the knowledge repository for financial planning. ? Champion transparent fee disclosure in financial services through legislative support. ?
